Lee White presented on the Wastewater and Stormwater IMP and answered
questions related to the plan.
NORRIS asked what model precipitation and cloud burst events are we using to
estimate what the future risks are?
Lee White responded that Type 2 level storm is the industry standard. The City
also has a Burns & McDonnell model for a six hour storm. Both are used.
NORRIS asked if there are indicators of progress for chloride in the stream and
the trajectory for the TMDL?
Lee White responded that the CAM website has the data that is most up to date.
NORRIS asked if the city has a prioritized map for locations to add wetlands or a
map for priority property acquisitions in flooding areas?
Lee White responded that there are some regional detention plans for areas in
north Columbia. There are some properties in mind for acquisition but that
process has complex timing issues relating to when they might go on the market.
VI. OLD BUSINESS
SELL presented proposed changes to the commission's recommendation letter.
During discussion by the commission, a motion by NORRIS to "allow an
exception to the public comment procedures to allow a special comment from
the public was seconded and passed with unanimous assent."
A motion by SELL to "adopt the amended draft as presented with the exception
of the CEC recommendation to study how to end the current fossil fuel based
energy generation contracts which will be removed," was seconded, discussed
and withdrawn.
After the commission discussed edits to the draft comments and made changes
by consensus to the draft, A motion by KAUFMANN was seconded and passed by
unanimous voice vote.
VII. NEW BUSINESS
A motion by TIPPETT MOSBY to "consolidate the Nov/Dec. Meetings of the CEC to
Dec 11, 2024 was seconded and passed by unanimous voice vote.
Lelande Rehard, City of Columbia Environmental Program Coordinator, reported
on the CAAP update. Goals and sectors will not change, but we are looking to
update the actions and strategies. Our desired schedule is to select a consultant
this winter and have an update to the plan ready for review around the
beginning of FY26.
