I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for a regular meeting at 7:00 p.m.  
on Tuesday, January 17, 2023, in the Council Chamber of the City of Columbia, Missouri.  
The Pledge of Allegiance was recited, and the roll was taken with the following results:  
Council Member ROY LOVELADY, Council Member NICK FOSTER, Council Member  
MATT PITZER, Council Member BETSY PETERS, Mayor BARBARA BUFFALOE,  
Council Member PAT FOWLER, and Council Member ANDREA WANER were present.  
City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City Clerk Sheela  
Amin, and various Department Heads and staff members were also present.  
The minutes of the regular meetings of October 3, 2022, October 17, 2022, November 7,  
2022, November 21, 2022, and December 5, 2022 were approved unanimously by voice  
vote on a motion by Mayor Buffaloe and a second by Council Member Waner.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Mayor Buffaloe and a second by Council Member Pitzer.

the City of Columbia.  
The City Clerk administered the oath of office to Gabe Huffington as the Director of the  
Parks and Recreation Department for the City of Columbia.

Mayor Buffaloe made a motion to approve the installation of traffic calming  
devices on Garth Avenue between Broadway and Stewart Road. The motion was  
seconded by Council Member Foster and approved unanimously by voice vote.

Cosmopolitan Recreation Area to include a trailhead for Rhett’s Run  
Mountain Bike Trail, asphalt pump track, mountain bike skills course,  
cyclocross event space, and bike playground; providing for construction of  
the proposed improvement using a design/build contract.

Mayor Buffaloe made a motion to table B300-22 to the March 6, 2023 Council  
Meeting. The motion was seconded by Council Member Waner and approved  
unanimously by voice vote.

Calling a special election in the City of Columbia, Missouri, to be held on  
Tuesday, April 4, 2023, on the question whether to impose an additional  
sales tax of three percent (3%) on the retail sale of adult use marijuana.

XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Chriss Jones, a resident of the Second Ward, spoke regarding officer involved shootings  
within the United States to include the recent officer involved shooting of an individual  
having a mental health crisis within the City of Columbia.  
Anthony Stanton, 315 LaSalle, spoke regarding the need to create affordable housing to  
keep people in Columbia, and to consider using the marijuana tax toward that effort.  
Eugene Elkin, 3406 Range Line, spoke about various items to include the success  
stories involving the homeless, the need for affordable housing, forfeiture fund accounts,  
controversy involving a landowner near the Airport, and trash.  
Keondre Harrison spoke regarding the need for affordable housing and addressing the  
housing disparity in Columbia.  
Barbara Jefferson, a resident of the First Ward, spoke about various issues to include the  
need to identify what would be considered affordable housing, the need for jobs that paid  
enough to be able to purchase an affordable home, training so a human being with only a  
knife would not be killed by the police, and domestic violence concerns.  
The Council and staff discussed various topics to include starting to think about the pay  
philosophy for city employees in anticipation of receiving the classification and  
compensation study, issues associated with the recent officer involved shooting that  
resulted in a death, an update regarding domestic violence services, concerns regarding  
community violence and its relationship with mental health and/or community health, a  
review of traffic calming on Garth Avenue, north of Broadway, the transit system and the  
issues associated with the bus stops, and items RubinBrown would audit.  
Council Member Fowler made a motion for an audit of solid waste to be added to the  
calendar for RubinBrown. The motion was seconded by Council Member Lovelady.  
Council discussed the motion.  
The motion for an audit of solid waste to be added to the calendar for RubinBrown made  
by Council Member Fowler and seconded by Council Member Lovelady was defeated by  
roll call vote with Council Member Lovelady, Council Member Foster, Council Member  
Pitzer, Council Member Peters, Mayor Buffaloe, and Council Member Waner voting no,  
and Council Member Fowler voting yes.  
The Council and staff continued to discuss various topics to include the electric  
transmission issue associated with Option A, the ex-officio seats to the Regional  
Economic Development, Inc. (REDI) Board meetings, the scope of the RRT Engineering  
contract in terms of review of the recycling program, and the upcoming Citizens Police  
Review Board (CPRB) onboarding/training meetings in February.  
The meeting was adjourned without objection at 9:51 p.m.
