I. CALL TO ORDER  
Mayor Barbara Buffalo called the meeting to order at 2:02 PM.  
Water & Light Advisory Board Recommendations  
The recommendations were presented by Dave Sorrell. The proposed changes to the  
City Ordinances will hopefully be finalized by January. The City’s contract with  
Ironstar was discussed at length as they have not generated any power for the City  
yet. The definition of renewable energy will be adjusted to meet the state of  
Missouri’s definition. Phillip Fracica, Chair of the Water and Light Advisory Board,  
explained why Renewable Energy Credits are not recommended for the City to  
purchase. He stated it was paying money for an uncertain outcome as they may never  
be used. Todd McVicker explained the City’s reduction goals and community solar  
program.

Mrs. Barbara Buffalo expressed concern about abandoned shopping carts in  
Columbia, and she suggested donating them to the Food Bank if the companies they  
belong to do not want them back. De’Carlon Seewood stated this concern is an issue  
that Parks and Recreation and the City’s street cleanup division should handle.
