I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.  
Northeast Regional Park Feasibility Study Presentation  
Parks & Recreation Director, Gabe Huffington indicated that the Parks & Recreation  
department have partnered with Ballard*King & Associates and introduced Darin Barr to  
present Council with a presentation.  
The components of this study consists of:  
Review of Existing Information  
Demographic Analysis  
Participation Statistics  
Trends  
Public Input (focus groups)  
Facility Program Recommendations  
Operational/Business Plan Development  
When discussing the demographics, Barr indicated that there are three service areas.  
The primary service area is the City of Columbia, the secondary service area is Boone  
County and the regional service area includes a 120-minute drive time.  
Barr went on to discuss the trends both locally and nationally and the various focus  
groups that were involved which included:  
Convention & Visitors Bureau  
Show-Me State Games  
Pickleball Players  
Turf Users - Sports Groups  
Boone County Fair Board  
City Parks & Recreation Staff Focus Groups  
Roller Derby  
Equine/Horse  
Columbia Public Schools  
Columbia College  
He went on to talk about the building programming to include the activity hall, transition  
space, multipurpose area and the Sapp building. Barr showed Council members graphics  
of the existing site facilities and graphics of potential renderings.  
Council and staff discussed the next steps.  
Revenue Discussion  
Finance Director, Matthew Lue presented Council members with a presentation of the  
revenue forecast for the FY25 budget.  
They discussed general funds, special revenue funds, enterprise funds and internal  
service funds. Council and staff discussed further.
