I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for  
a regular meeting at  
approximately 7:00 p.m. on Monday, May 16, 2022, in the Council Chamber of the City of  
Columbia, Missouri. The Pledge of Allegiance was recited, and the roll was taken with  
the following results: Council Member ANDREA WANER, Council Member KARL  
SKALA, Council Member NICK FOSTER, Council Member MATT PITZER, Council  
Member BETSY PETERS, Mayor BARBARA BUFFALOE, and Council Member PAT  
FOWLER were present. City Manager De’Carlon Seewood, City Counselor Nancy  
Thompson, City Clerk Sheela Amin, and various Department Heads and staff members  
were also present.  
Mayor Buffaloe acknowledged those involved in the horrific event that occurred in Buffalo,  
New York, this past Saturday whereby a gunman opened fire at a supermarket in a  
predominantly black community and killed at least ten people and wounded several more,  
and noted a vigil was being held at the Boone County Courthouse at 8:00 p.m. tonight.  
Mayor Buffaloe explained the minutes were not yet complete for the October 18, 2021,  
November 1, 2021, November 15, 2021, December 6, 2021, December 20, 2021, January  
3, 2022, January 18, 2022, February 7, 2022, February 21, 2022, March 7, 2022, March  
21, 2022, April 4, 2022, and April 18, 2022, May 2, 2022 regular council meetings, and  
the April 18, 2022 special council meeting.  
Council Member Fowler asked that B141-22, R74-22, R75-22, R76-22, and R77-22 be  
moved from the consent agenda. Mayor Buffaloe suggested R75-22, R76-22, and R77-22  
follow B148-22 under old business.  
The agenda, including the consent agenda with B141-22, R75-22, R76-22, and R77-22  
being moved to old business and R74-22 being moved to new business, was approved  
unanimously by voice vote on a motion by Council Member Skala and a second by  
Council Member Waner.

American Public Power Association - Reliable Public Power Provider  
(RP3) Award.  
Ewell Lawson, the Chief Operating Officer of the Missouri Association of Municipal  
Utilities as well as the Missouri Public Utility Alliance (MPUA), indicated he was  
representing MPUA in recognition of Columbia Water and Light being awarded the  
Reliable Public Power Provider Award by the American Public Power Association.

Public Health and Human Services Director Stephanie Browning provided a staff report,  
and she and City Manager De’Carlon Seewood responded to Council questions. The  
Council also made comments and discussed the issue.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Eugene Elkin, 3406 Range Line Street, spoke about masks, the ability to hear at council  
meetings, the water treatment plant, composting, recycling, and safety.  
Rebecca Shaw, 2615 Vail Drive, spoke about the housing survey and the lack of  
responses received along with the lack of promotion of the survey and the fact the bus  
shelter next to Aldi was removed.  
Roy Lovelady, 3600 Woodside Drive, spoke regarding the lack of engagement in terms of  
the housing survey and the concern about the same process being used for community  
policing, community violence, and other issues.  
Barbara Jefferson, 305 N. Fifth Street, spoke regarding concerns with the housing survey,  
appreciation for City Manager De’Carlon Seewood meeting with her and others, the need  
for a DEI assessment and the hiring of a DEI officer, and the need to discuss equity.  
Susan Renee Carter spoke about tomorrow.city which discussed how cities could help  
visually impaired people.  
The Council and staff discussed various topics to include parental leave for city  
employees, improvements to Indian Hills Park, the bus shelter that was removed, the pay  
for CARES program participants, and community policing.
