I. CALL TO ORDER  
Roesslet called the meeting to order at 5:30 PM.  
Roesslet by default as the secretary will lead the meeting as there is no Chair or  
Co-Chair.  
The Board gave introductions.

II. APPROVAL OF AGENDA  
Day moved to approve the agenda, seconded by Feirman. The motion passed  
unanimously.  
III. APPROVAL OF MINUTES  
Geiser moved to approve the minutes, seconded by Schuette. The motion passed  
unanimously.  
IV. OLD BUSINESS

A. Selection of Officers: Chair and Co-Chair  
Roesslet reviewed that the first order of business would be to select a new Chair  
and Co-Chair. Roesslet gave a brief overview of the two positions and the  
responsibilities that each the Chair and Co-Chair would have. At this time Heidt  
walked in at 5:33 PM. Roesslet continues to inquire if there are any nominations  
from the floor for the Chair and Co-Chair. There are no nominations at this time  
in the meeting. Roesslet suggests that the subject be brought up again later in  
the meeting and it is agreed upon by the board.  
B. Review of Chapter 5-Animals & Fowl in City of Columbia Code of  
Ordinances Board Discussion  
The discussion moves on to the subject of the review of Chapter 5-Animal & Fowl  
in City of Columbia Code of Ordinances. Roesslet leads the discussion, asking if  
doing a review of the ordinances would be something that the board would like  
to take on. The ordinances will not be reviewed during this meeting, there will  
only be a discussion on whether or not the review is something the board would  
like to do. Roesslet explained what the process entails along with how important  
the public input would be during the ordinance's review. Roesslet spoke about  
the ordinances development, which was in 1964, and stated most of what they  
would be doing was looking at what is still relevant, updating and cleaning up  
the ordinances to make them more current.  
Roesslet entertained a motion to move forward with asking the City Council for  
the Board of Health to review Chapter 5-Animal & Fowl in City of Columbia Code  
of Ordinances.  
McKinney moved to approve the review, seconded by Heidt. The motion passed  
unanimously.  
Roesslet opened the floor back up to the discussion of Chair and Co-Chair.  
Geiser nominates Day for Co-Chair, seconded by Feirman. Nomination passes  
unanimously.  
Day nominates Heidt for Chair, seconded by Feirman. Nomination passes  
unanimously.  
Heidt and Day are the newly appointed Chair and Co-Chair.  
Feirman suggested formally changing the meeting schedule to meet monthly  
again instead of every other month.  
Feirman motions to amend the agenda, seconded by Schuette. The motion  
passed unanimously.  
The board discusses the idea of changing the meeting schedule so that there is a  
meeting once a month starting after the next meeting in January. Roesslet  
suggested scheduling the first six months, January through June, as monthly and  
then revisiting the subject at the end of the six months.  
Geiser moved to change the meeting schedule in 2025 to meet monthly from  
January to June and revisit in June, seconded by Schuette. The motion passed  
unanimously.  
VI. REPORTS  
A. Director's Report-Rebecca Roesslet  
Roesslet reports that they are anticipating a new project, a fetal infant mortality  
review project that the State Health Department is looking at and will be taking a  
regional approach, and our department has been chosen to take up the central  
regions review.  
Roesslet went over current health trends such as there is an increase in walking  
pneumonia among children, and child vaccine rates are falling slightly.Roesslet  
went over the current events that are going on at the health department such as  
how they are waiting on a decision to see if they have been reaccredited or not,  
which is something that they should know sometime in December. Also  
interviews for the new assistant director.  
VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Day mentions Federal changes and archiving data. Asking if there was a plan in  
place for doing so.  
Gieser asked if anyone was able to attend the Boards and commissions training  
and was inquiring about the recording that they were supposed to receive that  
they have not received yet, Roesslet will look into that.

IX. ADJOURNMENT  
Day motioned to adjourn the meeting, seconded by Heidt. The motion passed  
and the meeting was adjourned at 6:23 PM.
