I. CALL TO ORDER  
II. INTRODUCTIONS  
The meeting was called to order by Elke Boyd (Chair) at 7:00 PM.  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, McKenzie Ortiz, Janet Godon, Carol Elliott, Bryan  
Mink.  
Members Absent: Detlef Ritter, Brad Mitchell.  
Also present: Mitch Skov, Tim Teddy, Krista Shouse-Jones.  
III. APPROVAL OF AGENDA  
· The agenda was approved on a motion by Carol Elliott and a  
Second by Frank Schmidt.  
IV. APPROVAL OF MINUTES  
Motion to approve minutes of 8/21/2024 Commission meeting made by Mr.  
Schmidt, seconded by Mr. Mitchell. Motion carried.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
Krista Shouse-Jones noted that the City’s grant application  
with Safe Streets for All is progressing. YTD Vision Zero  
injury and fatality data are generally tracking with 2023 data.  
B. Parks & Recreation Report  
a. Ms. Godon reported progress on the Perche Creek  
Trail, including 1.5 miles of paved trail from the MKT to  
the Gillespie Bridge. She added that planning funds are  
available for creating access from Gillespie Bridge to  
Scott Blvd. with conceptual plans for further extension  
from Scott Blvd to Louisville St.  
C. Planning Staff Report  
No report.  
D. Commissioner IP Meeting Reports  
1. East Walnut Traffic Calming Public Meeting, 9/30 (Comments <10/14)  
Frank Schmidt attended an IP Meeting about East Walnut  
Street traffic calming. .  
E. Commission Correspondence (See VII.A.)  
VI. NEW BUSINESS  
A. Rails with Trail presentation  
McKenzie Ortiz presented a PowerPoint program explaining and  
comparing Rails-to-Trails with Rails-with-Trails. Ms. Ortiz and Janet  
Godon further explained “rail banking”.  
VII. OLD BUSINESS  
A. MoDOT Improve I-70 update (Draft Ph2 letter to City attached)  
McKenzie Ortiz submitted a motion to authorize Chair Boyd to send  
a letter (draft supplied to the Commission in advance of this meeting)  
to City Officials. The letter encourages City officials to take steps to  
try to assure that future I-70 crossings be designed and built using  
Safe Streets for All principles. Frank Schmidt seconded the motion,  
which passed unanimously.  
B. Stadium Boulevard Sidewalk Extension  
Carol Elliott asked City staff to report on cost estimates for practical  
solutions for extending sidewalk from I-70 to Rose Drive.  
C. CATSO Meetings Report (9/30/24)  
Elke Boyd, Carol Elliott, Frank Schmidt, & McKenzie Ortiz attended  
September 30, 2024 CATSO meeting. At the Commission’s  
request, Mitch Skov agreed to ask consultant CBB to extend time for  
public comments.  
VIII. OTHER BUSINESS  
None.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
A citizen asked the Commission for advice on getting support for a  
sidewalk to provide for safer pedestrian use of Brown Station Road  
and the Rutledge Drive area. Members of the Commission offered  
suggestions.

X. NEXT MEETING DATE  
The next meeting of the Commission is scheduled for Wednesday,  
November 20, 2024.

The meeting was adjourned at 8:30 PM, on a motion by Carol Elliott.
