I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:06 p.m.

This item is open to the public: State of the Court  
Municipal Judge, Cavanaugh Noce presented Council with all the process and procedures  
the Municipal Court does from day to day services. He discussed the various dockets  
and when they are held. He said due to the pandemic they initiated more dockets that  
are spread out.  
Cavanaugh went on to discuss the Municipal Court’s budget, the decline in the caseload  
and the plan to fill some positions he has that he wishes to keep, especially if CPD hires  
more officers.  
Cavanaugh introduced Andrea Hartgrove, Deputy Court Clerk. Cavanaugh thanked his  
entire team for their hard work.  
Hartgrove discussed various changes with personnel, work hours, and how the court not  
only serves citizens of Columbia but also surrounding communities.  
Cavanaugh finished discussing the court’s day to day operations and council and staff  
discussed further.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
At approximately 5:55 p.m., Mayor Buffaloe made a motion for the City Council of  
the City of Columbia, Missouri, to immediately go into a closed meeting in  
Conference Room 1A/1B of City Hall to discuss the hiring, firing, disciplining or  
promoting of particular employees by a public governmental body when  
personal information about the employee is discussed or recorded pursuant to  
Section 610.021(3) of the Revised Statutes of Missouri and individually  
identifiable personnel records, performance ratings or records pertaining to  
employees or applicants for employment pursuant to Section 610.021(13) of the  
Revised Statutes of Missouri. The motion was seconded by Council Member  
Proffitt.

At approximately 5:56 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Sections 610.021(3) and (13).  
The closed meeting adjourned at approximately 6:34 p.m.
