I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for  
a regular meeting at  
approximately 7:00 p.m. on Monday, May 2, 2022, in the Council Chamber of the City of  
Columbia, Missouri. The Pledge of Allegiance was recited, and the roll was taken with  
the following results: Council Member PAT FOWLER, Council Member ANDREA  
WANER, Council Member KARL SKALA, Council Member NICK FOSTER, Council  
Member MATT PITZER, Council Member BETSY PETERS, and Mayor BARBARA  
BUFFALOE were present. City Manager De’Carlon Seewood, City Counselor Nancy  
Thompson, City Clerk Sheela Amin, and various Department Heads and staff members  
were also present.  
Mayor Buffaloe explained the minutes were not yet complete for the October 18, 2021,  
November 1, 2021, November 15, 2021, December 6, 2021, December 20, 2021, January  
3, 2022, January 18, 2022, February 7, 2022, February 21, 2022, March 7, 2022, March  
21, 2022, April 4, 2022, and April 18, 2022 regular council meetings, and the April 18,  
2022 special council meeting.  
Council Member Fowler asked that B113-22 and B124-22 be moved from the consent  
agenda to old business, and that R65-22 be moved to new business.  
The agenda, including the consent agenda with B113-22 and B124-22 being moved to old  
business and R65-22 being moved to new business, was approved unanimously by voice  
vote on a motion by Council Member Pitzer and a second by Council Member Skala.  
II. SPECIAL ITEMS  
Mayor Buffaloe read the proclamation issued by Governor Michael Parson for Local  
Government Week, and recognized representatives of other area local governments,  
Columbia Public School Board President David Seamon and Boone County  
Commissioner Janet Thompson.

construction of parking facilities on a portion of the Columbia Terminal  
Railroad (COLT) right-of-way on Fay Street.  
Utilities Director David Sorrell provided a staff report, and he and City Counselor Nancy  
Thompson responded to Council questions. Jesse Stephens, an engineer with Crockett  
Engineering with offices at 1000 W. Nifong Boulevard, and Tyson Hunt with Logboat  
Brewing Company responded to Council questions as well.

Acting Public Works Director Shane Creech provided a staff report, and responded to  
Council questions.  
Communication from the Climate and Environment Commission regarding  
the Integrated Electric Resource and Master Plan (IERMP), Volume 1.  
Leanne Tippet Mosby, the Chair of the Climate and Environment Commission, provided a  
report.  
Amendment to the FY 2022 Annual Budget - Intra-Departmental Transfer of  
Funds.  
Mayor Buffaloe understood this report was informational.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Rebecca Shaw, 2615 Vail Drive, spoke regarding concerns about the bus services being  
cut short this past Friday, the benefit of paravan drivers for accessible transportation, the  
housing survey in terms of the lack of the City promoting it and the lack of responses,  
and the lack of participant representation at a recent Columbia Housing Authority (CHA)  
opportunity campus engagement meeting.  
Jack Meinzenbach, 806 Sunstone Lane, indicated he was a member of Citizens’ Climate  
Lobby and spoke about carbon emissions and the issues associated with fossil fuel  
dependency.  
Susan Renee Carter, 2105 Hillsboro Drive, spoke regarding the wages associated with  
CARE program participants and some seasonal Parks and Recreation Department staff.  
Dean Andersen, 814 Timbers Court, spoke about his support for the City being proactive  
in addressing climate change.  
Eugene Elkin, 3406 Range Line Street, spoke about the homeless shelter, looking into  
other things that could be burned to provide electricity other than coal, the City ’s water  
facilities, and solid waste services.  
Council Member Fowler made  
a motion for the City Manager to leverage his  
relationship with the University of Missouri to obtain permission for the volunteer  
members of the Historic Preservation Commission to be able to photograph and  
measure the buildings that would soon be torn down, particularly Parker Hall.  
The motion was seconded by Council Member Waner. After discussion, the  
Council approved the motion unanimously by voice vote.  
City Manager De’Carlon Seewood asked for clarification regarding this request and  
Council Member Fowler responded.  
The Council and staff discussed various topics to include whether there would time for  
free-form discussion at the upcoming Council Retreat, the recent community engagement  
meeting regarding the opportunity campus project, the potential for small planning grants  
for the collectives involved with homelessness, housing, community violence, mental  
health, and workforce development, the need for better community engagement for the  
housing survey, the money that had previously been set aside to review of the City ’s  
ordinances via a racial equity point of view, a prior direct outreach program that focused  
on a few certain areas within the City and the potential of bringing it back for underserved  
areas, a potential ban on no-knock warrants, and the review and potential formalization of  
council meeting and council chamber policies and procedures.  
Mayor Buffaloe pointed out written comments had been received from EdnaLea  
Almanza-Murray, Tim Allen, Jim Windsor, and John Conway.

The meeting was adjourned without objection at 8:54 p.m.
