I. INTRODUCTORY ITEMS  
The City Council of the City of Columbia, Missouri met for  
a regular meeting at  
approximately 7:00 p.m. on Monday, April 4, 2022, in the Council Chamber of the City of  
Columbia, Missouri. The Pledge of Allegiance was recited, and the roll was taken with  
the following results: Council Member BETSY PETERS, Mayor BRIAN TREECE, Council  
Member PAT FOWLER, Council Member ANDREA WANER, Council Member KARL  
SKALA, Council Member IAN THOMAS, and Council Member MATT PITZER were  
present. City Manager De’Carlon Seewood, City Counselor Nancy Thompson, City Clerk  
Sheela Amin, and various Department Heads and staff members were also present.  
The minutes of the regular meeting of October 4, 2021 were approved unanimously by  
voice vote on a motion by Council Member Skala and a second by Council Member  
Peters.  
Mayor Treece explained the minutes were not yet complete for the October 18, 2021,  
November 1, 2021, November 15, 2021, December 6, 2021, December 20, 2021, January  
3, 2022, January 18, 2022, February 7, 2022, February 21, 2022, March 7, 2022, and  
March 21, 2022 regular council meetings.  
The agenda, including the consent agenda, was approved unanimously by voice vote on a  
motion by Council Member Skala and a second by Mayor Treece.

Acting Public Works Director Shane Creech provided a staff report, and responded to  
Council questions.  
Mayor Treece opened the public hearing.  
There being no comment, Mayor Treece closed the public hearing.  
Mayor Treece made a motion directing staff to proceed with the proposed  
installation of traffic calming devices on Proctor Drive between Creasy Springs  
Road and Bear Creek Drive. The motion was seconded by Council Member  
Waner and approved unanimously by voice vote.

Voluntary annexation of property located on the north side of Prathersville  
Road and east of Highway 763 North.

Community Development Director Tim Teddy provided a staff report, and responded to  
Council questions.

Columbia, Missouri, to consider an initiative ordinance to repeal Sections  
22-159(f), 22-159(g), 22-159.1(d) and 22-159.1(e) of the City Code

vehicles for roll carts.

Granting design adjustments relating to the proposed Preliminary Plat for  
Legacy Farms located on the west side of Sinclair Road and  
approximately 700 feet south of Nifong Boulevard to allow the block length  
of fifteen (15) streets to exceed the maximum distance established in the  
unified development code (Case No. 59-2022).

Approving the Preliminary Plat for “Legacy Farms” located on the west side  
of Sinclair Road and approximately 700 feet south of Nifong Boulevard;  
setting forth a condition for approval to have a development agreement  
executed and delivered to the City to establish public infrastructure  
obligations; authorizing the City Manager to execute a development  
agreement; directing the City Clerk to have the development agreement  
recorded (Case No. 59-2022).

Council Member Pitzer made a motion to amend B91-22 by adding a sentence to  
the end of Section 1 reading “the design adjustment is conditioned upon the  
construction of eight foot (8’) wide sidewalks in the locations shown mid-block on  
the Preliminary Plat for Legacy Farms as connecting paths for pedestrians  
between the street intersections.” The motion was seconded by Council Member  
Waner. After discussion, the motion was approved unanimously by voice vote.  
Council Member Pitzer made  
a
motion to amend B92-22 by adding text to  
Section 1 to ensure approval of the preliminary plat was conditioned upon the  
sidewalks being increased from six feet to eight feet so it would read as follows,  
“The City Council hereby approves the Preliminary Plat of ‘Legacy Farms,’ as  
certified and signed by the surveyor on February 21, 2022, a subdivision located  
on the west side of Sinclair Road and approximately 700 feet south of Nifong  
Boulevard, containing approximately 383.38 acres upon the condition that the  
width of the sidewalks in Note 20 on said Preliminary Plat be amended from six  
feet (6’) wide to eight feet (8’) wide and that such eight foot (8’) wide sidewalks  
are required to be reflected on any future final plat submitted for approval.  
Approval of such Preliminary Plat, as amended, hereby confers upon the  
subdivider the following rights for a period of five (5) years from the date of this  
approval:.…” The motion was seconded by Council Member Thomas. After  
discussion, the motion was approved unanimously by voice vote.

Mayor Treece understood this report was informational.  
XI. GENERAL COMMENTS BY PUBLIC, COUNCIL AND STAFF  
Rebecca Shaw, 2615 Vail Drive, thanked the outgoing council members for their service  
and the staff for addressing a section of sidewalk she had contacted them about over the  
weekend and for allowing a storage container at the Wabash Station for Operation Safe  
Winter and others. She also spoke about the homeless and their needs.  
Nancy Berry, 3400 Ridgecrest Drive, spoke about the need for broadband to be  
considered a utility to ensure better reliability and service.  
Kate Graham, a Fifth Ward resident, agreed with the prior speaker regarding broadband.  
The Council and staff discussed various topics to include a request for a staff response to  
John Conway’s scheduled public comment, a suggestion to negotiate with staff regarding  
solid waste, a request to hold a work session on the broadband issues for a more  
thorough discussion, the fact tomorrow was an election day and the need for people to  
vote, the status of hiring a consultant to review the Unified Development Code (UDC) to  
address many of the issues discovered, a request for the Disabilities Commission to look  
into the issue of the lack of accessible taxi cabs with Taxi Terry going out of business,  
the status of data requested regarding the juvenile justice system and school resource  
officers, a request for all of the public comments received regarding the Ash Street  
improvement project, the work of Love Columbia, and the work of council members  
regarding the use tax information campaign.
