I. CALL TO ORDER  
The meeting was called to order by Board Chair, Richard Walls, at 12:00 p.m.  
II. ROLL CALL & INTRODUCTIONS

The agenda was approved as written.  
Motion by Cristal, second by Puri, motion passed.

The August minutes were approved as written.

V. NEW BUSINESS  
Presentation of Flock Safety Cameras - Columbia Police Department  
Police Chief Jill Schlude presented information on the Flock camera system.  
These cameras are designed to track vehicles and do not have facial recognition  
capabilities. When a vehicle associated with a known offender is registered in a national  
database, law enforcement across counties and states are alerted if that vehicle is  
detected in a particular area. This system aids in preventing crime, especially in  
high-theft retail areas, by identifying known criminal vehicles and notifying authorities  
when they approach areas where they have previously been involved in incidents.  
Many large cities have successfully used the Flock system to alert neighboring areas  
when known criminals or suspects are heading their way, reducing response time and  
increasing the chances of apprehension. Implementing Flock also helps modernize the  
department with current technology, which can positively impact recruitment efforts.  
The City Council will vote on this matter on October 7, 2024. Citizens will have the  
opportunity to speak, ask questions, or raise concerns during the meeting.  
Consideration of a new hotel nuisance ordinance  
This issue was tabled to the next meeting.  
NXTPRO Sports Tourism Development Application  
NXTPRO Sports submitted a Sports Development Fund application to the Sports  
Commission at their August meeting. Adam Ziervogel, Tourism Sales Manager, shared  
information about the event application.  
NXTPRO PUMA Shoe Circuit is one of the largest youth basketball circuits in the U.S.  
NXTPRO has requested $7,500 in tourism development funds for a new event in Columbia  
to be held July 4-6, 2024, which is a lower occupancy period. They are estimating 85-90  
teams the first year with each team playing five games over the course of three days.  
The event is estimated to generate over 1,000 hotel room nights. The Sports  
Commission reviewed the application and have recommended $7,500 in tourism  
development funding to assist with facility rental.  
Don Laird made a motion to approve the recommendation of $7,500. Scott Cristal  
seconded the motion. The motion passed.

CVB Staff Report & Updates  
September CVB Report was distributed.

Nickie Davis, from The Distirct was unable to attend the meeting.  
Report from the Boone County Commission  
Commissioner Justin Aldred shared that they have received approximately 6,000  
applications for the Senior Citizen Property Tax Relief program.
