I. CALL TO ORDER  
II. INTRODUCTIONS  
The meeting was called to order by Elke Boyd (Chair) at 7:00 PM.  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, McKenzie Ortiz, Janet Godon, Carol Elliott, Bryan  
Mink.  
Members Absent: Detlef Ritter, Brad Mitchell.  
Also present: Mitch Skov, Tim Teddy, Allison Anderson, Ted  
Curtis.  
III. APPROVAL OF AGENDA  
· The agenda was approved as amended on a motion by  
McKenzie Ortiz and a Second by Sam Phillips. Per the  
amendment, the Ash Street sidewalk (NEW BUSINESS) item  
was discussed at the outset of the meeting.  
IV. APPROVAL OF MINUTES  
· Minutes of the October 2024 meeting were approved as  
amended on motion by Carol Elliott and seconded by Frank  
Schmidt.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
a. Chair Boyd presented the report on behalf of Krista  
Shouse-Jones. She noted that the City’s grant  
application with Safe Streets for All is progressing. YTD  
Vision Zero injury and fatality data are generally tracking  
with 2023 data.  
B. Parks & Recreation Report  
Ms. Godon reported progress on the Perche Creek Trail, including  
1.5 miles of paved trail from the MKT to the Gillespie Bridge. She  
also invited commission members to attend the last unveiling in an  
annual series of community trail art posters. The event will be at  
Walt’s Bike Shop on December 3, 2024  
C. Planning Staff Report  
Tim Teddy reported that the Commission’s recent correspondence  
about future improvements to I-70 had been delivered to the City  
Council in a report at the November 18, 2024 meeting.  
D. Commissioner IP Meeting Reports  
Chair Boyd asked City Staff try to assure that the  
Commission is notified of upcoming IP meetings.

Oakland Gravel Road (Blue Ridge Road to Smiley Lane):

E. Commission Correspondence  
No new correspondence.  
1. Improve I70 Ph2 letter to Council as Report on 11/18  
VI. NEW BUSINESS  
A. Ash Street Sidewalks and Tree Removal  
A. Allison Anderson from Public Works led a discussion and  
answered questions about City plans to build sidewalks along  
the north side of West Ash Street, between First Street and  
Clinkscales. The current plans would take land and some trees  
from the front yards of residents on Ash Street.  
B. NACTO Barriers Spreadsheet  
Bryan Mink catalogued multiple visual and physical barrier  
options for separating moving cars from pedestrians and  
cyclists. He also provided a written synopsis of those options.  
VII. OLD BUSINESS  
A. Stadium Boulevard Sidewalk Extension  
North Stadium Sidewalk Extension. Report not yet available.  
VIII. OTHER BUSINESS  
None.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
None.  
X. NEXT MEETING DATE  
The Commission voted to schedule the next meeting of the  
Commission for Wednesday, January 15, 2025. The  
Commission will not meet in December 2024.  
XI. ADJOURNMENT  
The meeting was adjourned at 8:30 PM, on a motion by Frank  
Schmidt and a Second by Tommy Feiser.
