I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.  
Water Cost of Service Study Results Discussion  
(Presentation will be posted to the City website after the meeting)  
Interim Utilities Director, Erin Keys introduced their consultant for the water cost of  
service study, Kyle Stephens with Stantec. Mr. Stephens started first by discussing the  
series of connected investigations: How much, From who, and how to collect.  
Mr. Stephens then discussed the financials portion of the presentation. He discussed the  
breakdown below:  
Personnel and operating expenses: $21.7M  
Capital Projects, Vehicles, and Repair and Replacement: $3.3M  
Debt Service: $6.7M  
Transfers: $4.3M  
Total Cost: $36.0M  
The impacts to customers was discussed next. Mr. Stephens went through the flat user  
and peak user (current) and the flat user and peak user (calculated).  
Council and Staff went on to discuss next steps which include the water system equity  
fee, tap fee (residential 1"-2"), appurtenance fee (5/8", 1"), and meter fees.

II. ANY OTHER ITEMS COUNCIL MAY WISH TO DISCUSS  
Mayor Buffaloe mentioned that Council member Lisa Meyer will be resigning effective  
May 16, 2025. Buffaloe discussed next election options. Buffaloe asked if Council wants  
to designate a different date other than August 5, 2025. Buffaloe discussed the quick turn  
around if they chose to do a date other than August 5, 2025.  
Council and Staff discussed further.  
Peters wishes to do it in August.  
Waterman wishes to do it in August or November.  
Foster agreed.  
Sample agreed.  
Carroll agreed.  
All members agreed they feel strongly that the Ward really needs to be represented.  
Mayor Buffaloe adjourned the meeting at approximately 6:24 p.m.
