Disabilities Commission  
I. CALL TO ORDER  
Jacque Sample called the meeting to order at 3:03 p.m.  
(John Bowders, Kieta Clay, Hazel Fields appeared virtually)  
Staff Present: Adam Kruse  
Members of the public appeared in person. No members of the public appeared virtually.  
II. INTRODUCTIONS  
Statement by Chair on Virtual Participation  
Jacque Sample makes a statement on virtual participation and reminds participants to  
keep cameras on.  
III. APPROVAL OF AGENDA  
Ann Marie Gortmaker made a motion to approve the agenda. Dawn Zeterberg  
seconded the motion. All in favor; motion approved.  
IV. APPROVAL OF MINUTES  
DRAFT October 12, 2023 Disabilities Commission Meeting Minutes  
Members of the Commission discussed changing the last sentence in the Sanctuary City  
for LGBTQ Community to remove “that will go to City Council” and replaced it with “draft”.  
Jonathan Asher made a motion to approve the minutes as amended. Ann Marie  
Gortmaker seconded the motion. Motion passed. Jacque Sample abstained from  
voting.  
V. OLD BUSINESS  
Speakers Schedule for Disabilities Commission  
Commission members reviewed the current proposal for an annual speakers’ schedule for  
the Disabilities Commission. John Bowders proposed some changes for Vision Zero to be  
added to December, the Airport to be added to March, and Fire Department to be added  
in June. Jacque Sample proposed adding the Great Plains ADA Center in July.  
Commission members discussed adding Amber Cheek, ADA Coordinator for Mizzou, to  
the schedule. Ann Marie Gortmaker suggested adding the ADA Coordinator from  
Columbia Public Schools. Cath Dolles suggested including Public Health and Human  
Services. Another topic members discussed was curb cuts and snow plows. Jacque  
Sample suggested that the Commission should try to finalize the schedule in December.  
Strategic Plan Scheduled Discussions  
Commission members discussed incremental reviews of the COMO Access Report  
which is the Commission’s strategic plan, as well as progress reports. The Commission  
will continue this discussion as to the best method to provide reports on progress for the  
plan to Council. John Bowders suggested any reports should include annual  
accomplishments in the area of accessibility. The Commission discussed concerns with  
collecting data for progress reports.  
Accessibility Statement on Council Forms  
Adam Kruse provides follow-up on an inquiry from the past meeting about where the  
subcategories from the “primary impact” and “secondary impact” portion of Council  
memos. These are subcategories from the Strategic Plan and the Comprehensive Plan.  
The Strategic Plan has a subcategory of “Inclusive and Equitable Community”, and the  
Comprehensive Plan has a subcategory “Mobility, Connectivity, and Accessibility”. These  
are the subcategories most closely related to accessibility.  
VI. NEW BUSINESS  
Sanctuary City Ordinance for LGBTQ Citizens  
Commission members discussed the current status of a proposed resolution. Adam  
Kruse said that it is his understanding this issues is being discussed by the Human  
Rights Commission before anything would go in front of City Council. Commission  
members would like to see a copy of the draft ordinance that was originally proposed by  
the advocacy group. Commission members also briefly discussed whether this issue was  
within the scope of their duties under the ordinances as it relates to accessibility. This  
topic will be included on the agenda for the December meeting.  
VII. REPORTS  
Chair  
Jacque Sample described the Senator Chuck Graham Award presentation for Lydia  
Olmsted that took place in October. She said that next Tuesday there is a public forum  
with Transit Consultants at Wabash from 4 to 6 PM. Jacque Sample confirmed with  
Adam Kruse that there will be elections in December for the various positions on the  
Commission.  
Staff  
Adam Kruse discussed that there will be a new member appointed to the Commission at  
the November 20 City Council meeting.  
Public Transit Advisory Commission  
Dawn Zeterberg provides an update that this Commission did not meet.  
MU Chancellor's Committee on Persons with Disabilities  
Ann Marie Gortmaker stated that there are continuing discussions about the need for a  
Campus Connector bus. Lee Hensen award was presented in September and winners  
included the Mizzou Wheelchair Basketball group and Kari McBee for accessible design  
in fashion.  
Vision Zero Working Group  
John Bowders says the group is proceeding with a draft proposal for a grant for the I-70  
and Hwy 63 Connector area.  
X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Cathy Dolles commented on the issue of fast light signals for pedestrians as well as  
concerns with vehicles failing to yield.  
Dawn Zeterber comments that there will be a Danceability Performance event at 5:00 PM  
on November 18 at Lange Middle School and encourages members to attend.  
Patrika Brown comments that she attended the Homecoming Parade and enjoyed the  
sensory-friendly portion for people to watch the parade.
