I. CALL TO ORDER  
Doug Hunt called the meeting to order at 6:00 p.m.  
Members Present: Steven Jeffrey, Stephanie Coleman, Reece Ellis, Xavier  
Scruggs, Douglas Hunt, Jamie Thornsberry, Denise Balazic, and Harry  
Castillow  
Members Excused: Stephanie Yoakum  
Staff Present: Assistant Chief Dickinson, Peyton Oliver, and Rose  
Wibbenmeyer  
Members of the public were present.  
II. INTRODUCTIONS  
There were introductions.  
III. APPROVAL OF AGENDA  
Hunt made a motion to approve the agenda. Jeffrey seconded the motion. The  
motion passed unanimously.  
IV. APPROVAL OF MINUTES  
August 14, 2024 Draft Minutes  
Ellis made a motion to approve the draft open meeting minutes of the August 14,  
2024 regular meeting. Coleman seconded the motion. The motion passed  
unanimously.  
August 15, 2024 Draft Minutes  
Hunt made a motion to approve the draft open meeting minutes of the August 15,  
2024 regular meeting. Scruggs seconded the motion. The motion passed  
unanimously.  
Jeffrey made a motion to approve the draft closed meeting minutes of the August  
15, 2024 closed session. Scruggs seconded the motion. The motion passed  
unanimously.  
Ellis made a motion to approve the draft closed meeting minutes of the August  
15, 2024 closed session. Hunt seconded the motion. The motion passed  
unanimously.  
V. NEW BUSINESS  
Review of New Ordinance

The Board discussed the new ordnance, the statute, and what abuse of  
authority means.  
Future Plans for Training  
The Board discussed what training they would like to receive in the future.

VI. GENERAL COMMENTS BY PUBLIC, MEMBERS, AND STAFF  
Hunt announced the time limits for individual and groups. Members of the  
public commented.  
Susan Renee Carter spoke on behalf of Race Matter Friends. She wants  
the Board to be concerned about how the public is represented. She  
asked the Board to stay focused on the citizens and asked the City to  
advocate for changes to the state law.  
Chriss Jones spoke on behalf of Hold CoMo Accountable. Jones  
encouraged the Board to not narrow the definition of abuse of authority.  
Jones criticized Hunt over his interactions with police and their  
representatives.  
Coleman offered her support for Hunt and his many hours working on  
Board and working with community members. Castilow agreed with  
Coleman’s support and expressed support for Hunt. Castilow said he feels  
better for the future of the Board and pointed to the openness of the  
definitions. Ellis said he will not be at the next meeting and will not seek  
reappointment with the Board. Ellis said he will speak at the next city  
council meeting in support of the Board. The board was disappointed in  
Ellis decision to leave the Board and thanked him for his service.  
VII. MOTION TO GO INTO CLOSED SESSION  
Motion to go into closed session to discuss records which are protected  
from disclosure by law, Sections 610.021(14) and 590.502 RSMo.  
There was no motion to go into closed session. Hunt informed the board  
he might be absent in October.  
VIII. NEXT MEETING DATE  
NEXT REGULAR MEETING: October 9, 2024  
IX. ADJOURNMENT  
Scruggs moved to adjourn the meeting, seconded by Castilow. The motion  
passed unanimously. Meeting adjourned at 7:02 p.m.
