Citizens Police Review Board  
I. CALL TO ORDER  
Board Members Present: Denise Balazic, Stephanie Coleman, Reece Ellis, Douglas  
Hunt, Xavier Lee Scruggs, and Jamie Thornsberry  
Excused Absence: None  
Unexcused Absence: Brandon Barnes, and Steven Jeffery  
Staff Present: Sgt. Julie Ray, and Rose Wibbenmeyer  
Members of the public were present.  
Councilperson Betsy Peters arrived at 612 p.m.  
Reece Ellis called the meeting to order at 6:00 p.m.  
II. INTRODUCTIONS  
There were introductions.  
III. APPROVAL OF AGENDA  
Xavier Scruggs made a motion to approve the agenda. Jamie Thornsberry seconded the  
motion. The motion passed unanimously.  
IV. APPROVAL OF MINUTES  
October 11, 2023 Regular Meeting Draft Minutes  
October 11, 2023 Closed Meeting Minutes-Draft  
Doug Hunt made a motion to approve the October 11, 2023 regular and closed meeting  
draft minutes. Xavier Scruggs seconded the motion. The motion passed unanimously.  
V. OLD BUSINESS  
Audits  
Reece Ellis and Doug Hunt reported the completion of discourteous treatment complaint  
audits, and had two under consideration.  
Xavier Scruggs and Jamie Thornsberrry reported they completed their audits of use of  
force complaints.  
Stephanie Coleman reported they also completed their audits of the search and seizure  
complaints.  
Review of Police Policies 300, 306,447, and 440  
The Board discussed their review of police policies 300, 306, 440 and 447.  
VI. NEW BUSINESS  
Planning for Work Session on Policy 447  
Rose Wibbenmeyer asked board members to respond to the doodle poll with January and  
February dates.  
Recommendations  
The Board discussed recommendations from the prior work session.  
The Board would like this topic on next month’s agenda.  
Election of Officers  
The Board discussed their election of officers. Reece Ellis agreed to continue one more  
month to wait for the election. Doug Hunt moved that the election of officers be tabled to  
next month. Stephanie Coleman and Jamie Thornsberry seconded. The motion passed  
unanimously.  
Future of Outreach Subcommittee  
The Board discussed whether or not they wanted to continue to have an outreach  
subcommittee. Jamie Thornsberry made a motion to table this item to next month's  
agenda. Xavier Scruggs seconded the motion.The Board reached consensus to table  
this item to next month’s agenda.  
Items for Next Month's Agenda  
Rose Wibbenmeyer announced that Sgt. Kim German is to provide the Board training on  
de-escalation during the Board’s December meeting; and that two board members may  
report on the NACOLE Conference.  
The Board discussed items for next month’s agenda. For old business, the board would  
like to include: audits, recommendations, future of outreach subcommittee, officer  
elections, review of police policies 300, 306, 440, 447, and planning for work session on  
police policy 447. For new business the Board would like to include: Report on NACOLE  
Conference, and Draft 2023 Annual Report.  
VII. REPORTS  
Positive Connections, Training and Ride Alongs  
Reece Ellis said he received a positive report regarding a protest and police  
communication at the protest.  
Doug Hunt and Reece Ellis discussed their involvement with the police chief hiring  
process. They felt that all citizens in the group seemed to feel that it was a positive  
experience. Doug Hunt thanked the city manager for inviting them to be a part of that  
process.  
Xavier Scruggs asked about the NACOLE Conference. Reece Ellis said that he and  
Steven Jeffrey were going to NACOLE. Rose Wibbenmeyer announced that Reece Ellis  
had been designated as a voting member for this year’s NACOLE Conference.  
Human Rights Commission Report  
There was no report.  
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Reece Ellis announced the time limits for individuals and groups.  
Members of the public commented. Susan Renee Carter talked about defining  
de-escalation, the outreach subcommittee, asked about the de-escalation training, and  
meeting with the new police chief.  
Stephanie Coleman commented about CPS’ de-escalation training for teachers on Friday.  
Stephanie Coleman and Doug Hunt will be doing recruit training near the end of  
December.  
Xavier Scruggs made a motion to go into closed session to discuss records which are  
protected from disclosure by law, Sections 610.021(14) and 592.502 RSMO. Stephanie  
Coleman seconded the motion. Denise Balazic, Stephanie Coleman, Reece Ellis,  
Douglas Hunt, Xavier Lee Scruggs, and Jamie Thornsberry voted in favor of the motion. No  
one voted against the motion. No one abstained. The motion passed.  
Open session ended at 6:28 p.m. and the Board moved to room 2A for closed session.
