I. CALL TO ORDER  
CHAIRMAN: I think we'll go ahead and call the meeting to order.  
II. INTRODUCTIONS  
CHAIRMAN: And then we'll start with the introductions with myself. I am  
Mike Griggs, Deputy City Manager, and De'Carlon Seewood is in a  
certification meeting this afternoon, so he won't be here, which is why I am  
in his place. So introductions now. We'll start with you guys.  
MR. HENDERSON: Mike Henderson, MoDOT Central Office  
Transportation Planning.  
MS. HOLTSCLAW: Jerica Holtsclaw, Multi-Modal Operations Director,  
MoDOT.  
MS. WATKINS: Michelle Watkins, District Engineer, with MoDOT  
Central District.  
MR. TEDDY: Tim Teddy, City of Columbia Community Development.  
MR. CREECH: Shane Creech; I'm the Director of Public Works for the  
City of Columbia.  
MR. YONKE: Thad Yonke, Senior Planner, Boone County. I'm here for  
Justin Aldred, Commissioner.  
MR. MCCANN, Jeff McCann, Chief Engineer for Boone County.  
CHAIRMAN: Yeah. We're -- make sure everybody speaks in the  
microphone so that we can -- because we don't have a recorder, so we'll  
need to -- we're going to record this for the minutes, so -- and then staff?  
MR. SMITH: Yeah. Clint Smith, Community Development Senior  
Planner. Also CATSO staff.  
MR. SKOV: Mitch Skov, CATSO staff. And Brad is with us, as well,  
even though he's sitting out there.  
III. APPROVAL OF AGENDA  
CHAIRMAN: All right. Our next item, approval of the agenda. Seeing  
any changes or revisions to the agenda?  
MR. YONKE: Move to approve as written. This is Thad.

IV. APPROVAL OF MINUTES  
CHAIRMAN: All right. Potential Philips Farm Road. Or approval of  
minutes. I'm sorry. I'm jumping ahead. Everyone had a chance to review  
the minutes.  
MR. SKOV: Mr. Chair, I have an amendment to make. Ms. Watkins  
informed me yesterday that on an item -- a motion made on the August  
25th meeting by Mayor Barbara Buffaloe, she was not the person to  
second it. And I checked the notes on that. Thad Yonke is the person who  
seconded that motion, so I would suggest that we make that amendment to  
the August 25th minutes, and give them approval with that amendment.  
That is the only revision that I have. Perhaps -- Tim?  
MR. TEDDY: Well, this is very minor, but it is a typo, and it's at the  
bottom of the 15th page. This is Tim speaking. There's reference to the  
cap, all lower case. I think that should be all capital letters, CAAP.  
MR. SKOV: Okay. Bottom of Page 15.  
MR. TEDDY: Yes. Didn't paginate, but I counted them.

V. POTENTIAL PHILIPS FARM ROAD CORRIDOR MAJOR ROADWAY PLAN (MRP)  
AMENDMENTS  
CHAIRMAN: Mitch, do you want to start off with your --  
MR. SKOV: Well, I'm just going to mention. Mr. Smith is going to talk  
about this, but we have some need for some amendments in the Philips  
Farm Road Corridor, and in the current alignment as it's shown on the  
major (indiscernible) plan now is actually south of where the actual stub is  
for that street, which is a collector street. It does need to be revised to  
reflect the reality of where it will begin and the actual alignment. And I'll let  
Mr. Smith take it from here to discuss  
this -- this particular issue.  
MR. SMITH: Thank you, Mitch. Yes. So as was stated on this agenda,  
this will be kind of a conversation around some potential major  
amendments to the -- to the roadway plan. We'll kind of take a look at it as  
kind of three separate amendments all kind of within a package, and this is  
really roughly bounded kind of by Grindstone land Parkway on the north and  
Gans on the south, and then Providence to Highway 63 on the west and  
east. And this kind of started a little bit earlier in the year where we had  
taken a look at a project that would have been located at the western  
terminus of Philips Farm Road, and I'll just kind of go to the map. This --  
this attachment is also included in your materials. There -- we -- there was  
a proposed development that would have been located west of Philips  
Lake Park, which would have facilitated the extension of Philips Farm  
Road. And I may misstate some streets in there, so any apologies if I get  
off on -- there's a lot of streets in this conversation, and there's some  
different street names. And for purposes of this meeting, I'm going to refer  
to this as Philips Farm Road even though at the western extension of this  
major roadway, it would necessarily turn to Veterans United Drive. So for  
purposes of this, though, I'm just going to refer to it as Philips Farm Road.  
So what we're looking at here was kind of based on that development  
application, the developer did ask for some clarification on the roadway  
alignment. Our staff, Public Works staff, and Site Development staff had  
looked at a couple different alternatives there, that being the red and green  
alignments that you see in front of you here today. The preliminary plat that  
kind of facilitated the need for this has been approved, and so looking at  
this, it's really kind of two segments. There's the east of Bearfield and west  
of Bearfield. The preliminary plat is more generally aligned with the red  
alignment east of Bearfield, however, the location of a round-about that's on  
there actually will facilitate or would facilitate either the green or the red  
really going forward. So Tech did discuss this a little bit, and I think there is  
a little bit of recognition that really for east of Bearfield, we really may be  
development driven in the location of that extension, so there may not be a  
need to -- to assign a specific alignment at this time. West of Bearfield, I  
think we'd be taking a little bit additional look. And just to clarify, Tech will  
look at this again at their next meeting, and the -- and I should have started  
with this. But really the purpose of this is to request a public hearing at  
Coordinating's next meeting so that we can actually approve these  
amendments. So this is kind of an overview of what's been discussed so  
far with these amendments, and give you a little idea of what Tech is going  
to be looking at at their next meeting, and ask for any feedback from the  
Coordinating Committee on specific recommendations that they think Tech  
should consider. So back to this portion. This is kind of the first phase of  
these package. So there was discussion from the developer about an  
offset at Bearfield, so that will be part of the discussion. Really going west  
to Bearfield will be a little bit more of the additional attention probably paid  
to it. Both these alignments have some challenges. To the south, there are  
some grade issues at Rock Quarry. On the north, there are some  
structures that would need to be removed, so that's something that, going  
forward, we'll take a look at whether there would be a specific alignment  
recommendation, I think, that comes back to Coordinating at the next  
meeting. So that's really the first one is the Philips Farm Road extension.  
So it's not adding, it's really just solidifying an alignment that was a little  
more general prior to this. It really -- initially, when the Discovery Park  
facility was -- was developed, it was shown kind of going through the lake  
with the Discovery Office Park facility and the construction of that first leg,  
that kind of set the eastern location. The western location being where it is  
still today, it's kind of that middle part which needs to be a little more kind of  
locked down. So the second part of this, and which is also connected, is  
really the extension of Gans Road. There was a 2009 alignment study  
done, so a lot of that is kind of known. Some of the amendments we'll be  
looking at really just adopting some of the recommendations for a preferred  
alignment that was within that study in 2009. You see kind of here towards  
the bottom of the screen the clouded red area would have been the initial  
alignment. The study recommended kind of a jog to the north where there  
would be an additional round-about, which would then facilitate the  
extension of a leg going north. This would be the addition of a State Farm  
Parkway extension, would extend north to the current terminus at the  
round-about at the northeast corner of Veterans United Drive and State  
Farm Parkway. It will also allow a western extension from that round-about  
to connect to Corporate Lake Drive, which currently does have a curb cut  
on Providence, a very small extension, so that -- that kind of starting point is  
there, but the extension of that as a major roadway is not currently shown on  
the major roadway plan. So -- so you really have your Philips Farm  
Parkway extension, you have your Gans Road study extension and kind of  
ancillary extensions that are coming from that recommendation. And really  
along with this conversation of this whole area, I think kind of in the  
background, there's been some conversations about providing some  
neighborhood collection extensions north of Veterans United Drive in the  
vicinity of where Buttonwood Drive coming from the north kind of terminates  
where the outer road is, as well. So the outer road kind of stubs into this  
undeveloped approximately 80-acre tract located kind of at the northwest  
area of Veterans United and State Farm Parkway, and that would be this  
general vicinity here. So those amendments would include really two  
neighborhood collectors facilitating mainly an east-west and then a  
southern extension from that east-west to connect State Farm Parkway and  
Veterans United Drive, as well, providing kind of that additional connectivity  
within that commercial area. So those are kind of the three elements of this  
package that we -- we're going to bring forward to Coordinating again in  
February. And we don't have any specific recommendations, although  
these recommendations were put together by our Public Works team for  
consideration, and that's what Tech will be reviewing at their next meeting,  
and again we hope to have a more formal recommendation at that time.  
So our -- our request for the Coordinating Committee at this point is to go  
ahead and set a public hearing for February in anticipation of looking at  
those recommendations from Tech. And I'll be happy to answer any  
questions.

MR. TEDDY: Yeah. I'll make a comment on the first graphic with the  
two alignments. I just wanted to point out, and everyone might be aware of  
this, but west of Bearfield, that north alignment not only would require  
removal of houses, there's some fairly recent construction on Meadowview  
Drive. And in our platting we didn't make any accommodation for Philips  
Farm or any other road to come across that street, so I just kind of wanted  
that noted that that would be a substantial impact. There's also a plat  
called Cambridge Place Plat 4 where we also didn't make accommodation  
for right-of-way, so we really didn't leave right-of-way in a substantial  
segment west of Bearfield for that alignment number two. And then just a  
general comment on a couple other aspects of this, kind of anticipating our  
next agenda item, and one of the comments made in that piece. On the  
trails plan, there's Clear Creek Trail is a tertiary priority trail, and maybe we  
want to either represent that graphically or by notation on our exhibits as we  
continue this study just so that we have that identified as a planning and  
design consideration.  
MR. SMITH: All right. We'll make a note of that.  
MR. TEDDY: My final comment unrelated to the first two is, I like the  
idea of the -- the new roadways in the vicinity of Veterans United Drive  
there because we face a situation there where we could have a tract -- a  
substantial tract development that doesn't have any access to Providence  
Road otherwise. Thank you.

recommended that we direct staff to set a public hearing for the next  
meeting, and is it February 23rd, 2023?  
MR. SKOV: Correct. Yes.

VI. COMMENTS ON 2050 LONG-RANGE TRANSPORTATION PLAN - REQUEST FOR  
REPORT  
CHAIRMAN: Tim?  
MR. TEDDY: Yeah. This is something that not only I prepared, but I'll --  
I'll take responsibility for any shortcomings in this. But I prepared with help  
from staff a report that was requested by Mayor Buffaloe at our last  
quarterly meeting. She's not here today, so this might be something we just  
want to defer discussion on, but I'd be happy to hear your reaction to some  
of the thoughts in this memo. She was wanting to know in particular what  
kinds of things we can do now in the say of changes along the lines  
suggested by Council in -- in their letter to CATSO, and particularly the --  
the short-term changes. So I've quoted those short-term changes  
regarding public input, mode-shared goals that are consistent with those  
adopted in the Climate Action and Adaptation Plan of the City, and a  
transportation infrastructure score card for rating projects, a project list that  
prioritizes walking, biking, and transit, and an implementation  
accountability strategy. So I kind of used that text to organize some  
thoughts in the memo, so I would just like to hear your reaction now or later.  
No action is required on this item.

VII. OTHER BUSINESS  
CHAIRMAN: Do we have any other business to consider?  
MR. KELLEY: Yeah. I've got two things. This is Brad Kelley for the  
purpose of minutes, staff of City of Columbia and part-time staff for  
CATSO, as well. One thing we had a Tech committee at our last meeting  
was for looking at a potential amendment to the Major Roadway Plan for  
Brown School Road. It was determined that we did not need an  
amendment there, we're going to have classification or alignment.  
Everything was in compliance with what is on the plan, so no action was  
needed there. The second thing, MoDOT Central District is having a public  
hearing next week for their district's unfunded needs list. That will be at the  
ARC here in Columbia next Wednesday on December 7th from 5:00 to  
6:30, and they have a presentation online available on their website, as  
well. And that's all I have.  
CHAIRMAN: Do you guys have anything to follow up on that?  
MS. WATKINS: No. He covered it perfectly.

MR. SIMONSON: Hey. Well, welcome to you, too. Yeah. Lawrence  
Simonson with Locomotion. Hey, I reviewed the letter that the staff  
prepared that the Mayor had requested that you look into some stuff, and I  
would just say that we really appreciate the work that you put into the letter  
and the staff that gave input on the letter. It seems like a very reasonable  
and well thought out letter, and thinking of some strategic ways to move  
forward to improve the process and the long-range transportation plan into  
the future, so really appreciate it and thank you.
