I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.

The open portion of the meeting was called to order at 6:32pm.  
Finance Director, Matthew Lue presented the Council with a presentation to help Council  
identify the City Council priorities. Council and Staff identified the following priorities at the  
2022 Council Retreat.  
Resolving trash service issues  
Staffing needs  
Diversity, Equity and Inclusion  
Homelessness/affordable housing  
Unified Building code  
Paid family leave  
Climate issues (CAAP)  
Community communications and outreach  
Community Violence  
Decision-making efficiency  
Staff wanted to see if the Council wants to add or remove current priorities. The goal for  
this meeting is to identify top priorities for FY24. Council Member Peters suggested  
reorganizing the list from most important to least. Council will need to determine if goals  
are long term or short term goals, determine if it is part of the Strategic Plan and discuss  
budgetary impact.  
The goals for FY24 Council priorities are to look at continuing issues and address those,  
focus on the FY24 budget and community communication.  
Council Member Fowler said she would like to see public transit be the highest priority.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Legal actions, causes of action or litigation involving a public  
governmental body and any confidential or privileged communications  
between a public governmental body or its representatives and its  
attorneys pursuant to Section 610.021(1) RsMo.  
- Confidential or privileged communications between a public  
governmental body or its representatives and its attorneys pursuant to  
Section 610.021(1) RSMo.  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
At approximately 5:02 p.m., Mayor Buffaloe made a motion for the City Council  
to immediately go into a closed meeting in Conference Room 1A/1B. The motion  
was seconded by Foster.

At approximately 5:04 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Sections 610.021(1), (3), and (13).  
The Council adjourned the closed meeting and returned to the open pre-council work  
session portion of the meeting at approximately 6:30 p.m., and those minutes will have  
the details of that discussion.
