I. CALL TO ORDER  
Leanne Tippett Mosby called the meeting to order at 6:01 PM.

II. INTRODUCTIONS  
Members and staff introduced themselves around the room.  
III. APPROVAL OF AGENDA  
Leanne Tippett Mosby proposed to move the Tree Board Commission item to the  
end of the agenda if the commission is able to move through the other agenda  
items by 7:20 PM.  
Matthew Ludden seconded.  
Motion carried.  
Leanne Tippett Mosby moved to add an item to the agenda to officially approve  
the memo sent by the CEC chair to the Water and Light Advisory Board chair on  
11.17.2022 under new business.  
Ryan Kaufmann seconded  
Motion carried.

Annual Reporting and FY2024 CEC Budget Priorities  
Eric Hempel provided information on the process and details for the Climate and  
Environment Commission (CEC) to make recommendations for the City’s budget  
process. Hempel provided a template for making recommendations that he suggested  
that the CEC use.  
Commission members asked questions and discussed a process for making their budget  
recommendations.  
Staff and commission members discussed the CEC’s annual reporting schedule. It was  
stated that staff is planning to amend the CEC legislation to change the annual report  
deadline to no later than June so that the reporting of the CAAP actions will be aligned  
with the most recent greenhouse gas emissions inventory.  
Members and staff discussed the annual reporting process for both the CEC and the  
CAAP.  
VI. OLD BUSINESS

Livable Streets Policy Endorsement  
Members discussed the process for City Council reviewing the Livable Streets Policy.  
Members discussed the best approach to approving/sending an endorsement.  
Dick Parker moved that the CEC endorse and send the memo before them to the  
City Council.  
Ryan Kaufmann seconded the motion.

Motion to update the dates on the document, approve the endorsement, give the  
endorsement to Local Motion to send to City Council if/when Local Motion  
chooses, and specify in the memo that the Climate and Environment Commission  
is supporting the plan that was presented to the CEC at the October 25th meeting:

Review Transit Task Force Letter for Public Transportation Advisory  
Commission  
Matthew Ludden described the purpose of the attached letter "Transit Task Force Letter  
from May 2022 CEC Meeting" and its relevance to the Transit Study RFP  
recommendations for the Public Transportation Advisory Commission (PTAC). CEC  
members edited the letter to recommend groups to be included in the transit study.  
The edits that were made from the original letter are shown in "Transit Study  
Recommendations from CEC to Adam Thorpe, Chair PTAC_Draft".  
The final product from this discussion is "Transit Study Recommendations from CEC to  
Adam Thorpe, Chair PTAC_Final".  
Matthew Ludden motioned to approve the document attached as "Transit Study  
Recommendations from CEC to Adam Thorpe, Chair PTAC_Edited" to be sent to  
Adam Thorpe with the Public Transportation Advisory Board.  
Ryan Kaufmann seconded the motion.

VII. NEW BUSINESS  
VIII. TASK UPDATES  
The item that was added to the agenda to approve the Memo for CEC Endorsement of  
WLAB 10/6/22 Memo to Columbia City Council took place under the Chair Report. There  
was no other new business.  
Ryan Kauffman provided a report to the commission on a meeting that CEC members  
had with the Building Construction Codes Commission. Kauffman reported that better  
incentivizing efficiency improvements when building new homes was discussed at that  
meeting. It was stated that there will be another meeting between CEC and BCCC  
members in January.  
Dick Parker provided an update on the task to investigate natural gas that discussions  
are ongoing.  
IX. STAFF REPORT

There was no staff report.  
Leanne Tippett Mosby stated that there is no longer a vice chair for the Climate and  
Environment Commission (CEC), so a vote for vice chair will take place at the February  
CEC meeting.

Council Entitled: "Concerns over Water Rate Processes"  
Dick Parker motioned to approve the attached memo that chair Leanne Tippett  
Mosby had written and sent to the chair of the Water and Light Advisory Board.

XI. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Ryan Kaufmann suggested that the Climate and Environment Commission seek  
information on city lobbying priorities.  
Dick Parker provided updates from the Water and Light Advisory Board including the  
electric cost of service report and the drafting of EV charging rebates.  
Dick Parker suggested that the CEC look into recommending questions for the City's  
Citizens Survey and/or collaborating with the Water and Light Advisory Board to  
recommend questions.
