Leanne Tippett Mosby called the meeting to order at 6:18 PM.

III. APPROVAL OF AGENDA  
Leanne Tippett Mosby suggested adding a discussion of the commission having a booth  
at the Earth Day event and budget requests for this year to the agenda.

Tree Board Communication  
Jessica Norris spoke about the communication and its collaborative creation. This  
communication is being brought forward to get formal Tree Board by-in and to be sent to  
City Council.  
Members discussed the communication, the appropriate depth of the living infrastructure  
items, and how to move forward in providing recommendations and collaborating with the  
Tree Board.  
Move to establish a task to advance the collaboration between CEC and Tree  
Board and appoint Jessica Norris to report back on the progress of that  
collaboration: Jessica Norris

Earth Day Booth  
Leanne Tippett Mosby encouraged the CEC to participate formally in the Earth Day  
festival. Eric Hempel provided details of this year's weekend-long Earth Day festival.  
Motion that the Climate and Environment Commission participate in both days of  
the 2023 Earth Day Festival and that the CEC allocate funds from their budget to  
pay for the fee: Leanne Tippett Mosby

Budget Requests  
Leanne Tippett Mosby moved that the CEC request $1000 for the next fiscal year.

Budget Recommendations  
Eric Hempel shared a spreadsheet with the commission that included budget  
recommendations that CEC members had made, along with last year’s CEC budget  
recommendations that have not yet had funding allocated for.  
Members discussed the potential budget recommendation item of installing heat pumps  
in municipal buildings, external funding opportunities, transit improvements, and  
municipal energy efficiency improvement efforts.  
Members discussed how to prioritize their recommendations. Members discussed  
grouping the recommendations into the following categories: CAAP implementation,  
energy, and transportation.  
Members specified requesting 18 shelters for transit (6 per route), and requesting $5,000  
for education on energy efficiency programs.  
It was suggested that the process for making FY 2025 budget recommendations should  
start in October of this year.  
Motion that the Climate and Environment Commission adopt the items reflected  
in lines 5 through 10 as their recommendations for budget priorities for the City  
Council for FY 2024: Leanne Tippett Mosby

VII. TASK UPDATES

VIII. STAFF REPORT  
Eric Hempel spoke about the rental energy efficiency efforts and shared that there is an  
open survey on the Be Heard page for Rental Energy Efficiency at beheard.como.gov.  
Hempel provided the update that Public Works and Local Motion met to discuss Local  
Motion’s livable streets proposal.

Reporting Schedule Legislation Change  
Eric Hempel provided an explanation for the reporting schedule legislation change text  
and shared that it will be on councils agenda for approval on February 6th.

Show Me the Heat Update  
Eric Hempel shared that the data is in from the heat mapping campaign, there is a story  
map in the works, and the next steps for community outreach. The final community art  
mural from the August 6th heat campaign day was shared.  
IX. CHAIR REPORT

Progress Updates for Annual Report  
Leanne Tippett Mosby asked members to make a list of things worked on over the last  
year for the commission's annual report and email the lists to Tippett Mosby by February  
15th, 2023. Tippett Mosby also asked the commission to provide an update on task  
leaders and volunteers.  
X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
The commission was informed of Missouri bills HB 184 and HB 580.  
It was suggested that the commission explore the potential of meeting earlier than 6 PM.  
Votes for a vice chair will take place at the February agenda.
