I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 6:01 p.m.  
Council Members Buffaloe, Fowler, Waner, Lovelady, Foster, Pitzer and Peters were in  
attendance.  
Council Member Peters arrived at 6:30 p.m.  
Mayor Buffaloe then made a motion to adjust the agenda to move the curbside  
collection discussion to the first item on the agenda and move the closed portion  
to the end of the meeting. Seconded by Waner.

Present:  
This item is open to the public: Motion for the City Council to go into  
closed session to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
Motion to go into closed session at approximately 6:49 p.m. made by Buffaloe,  
seconded by Waner. All in favor.

The closed portion of the meeting ended at approximately 8:39 p.m., and the City Council  
returned to the Council Chamber to officially go back into the open portion of the meeting  
and adjourn the meeting.  
This item is open to the public: Residential Solid Waste Curbside  
Collection Discussion  
Utilities DIrector, David Sorrell presented Council with Solid Waste suggestions regarding  
curbside collections.  
Sorrel laid out the public engagement activity which includes the information below:  
November 2022-Council asked the Solid Waste Utility group to seek the public’s opinions  
on the future of automated trash collection.  
January 2023-Public meetings held and BeHeard online survey and other information was  
available.  
February 2023- Results and analysis from public’s input conducted.  
He explained the methodology and who took the survey with graphs to show percentages  
of who took the survey, by what means they took the survey and other detailed  
information.  
The majority of respondents are in favor of the idea, especially younger people and those  
that generate more trash, however there is a lot of passion on both sides of the issue.  
Top reasons for those IN FAVOR are: Aesthetics, Worker Safety, Ease of Use, Animal  
Control, and Good Experiences in Other Cities. Top reasons for those OPPOSED are:  
Aesthetics, Cumbersome, Lack of Storage Space, Concern for Elderly/Disabled, Not an  
Improvement over Current System. More than 2/3rds of respondents are open to the idea  
of changing from bags to bins.  
If the move to roll carts is approved, education of residents should be conducted to help  
reduce fears and concerns about the change.  
Sorrel and Council Members discussed further thoughts and ideas.  
Motion to go into closed session at approximately 6:49 p.m. made by Buffaloe,  
seconded by Waner. All in favor.  
II. ALL OTHER ITEMS COUNCIL MAY WISH TO DISCUSS  
None.  
III. ADJOURNMENT  
At approximately 8:43 p.m., Council Member Pitzer made a motion to adjourn the  
meeting. The motion was seconded by Council Member Peters and approved  
unanimously by voice vote.
