I. CALL TO ORDER  
Member Sarah Catlin called the meeting to order at approximately 4:09 p.m.

Members and Staff introduced themselves  
III. APPROVAL OF AGENDA  
Motion to approve the agenda made by Geuea Jones, seconded by Jarvis;  
motion carried.  
IV. APPROVAL OF MINUTES  
February 22, 2023 Minutes  
Motion to approve the agenda with amendment made by Geuea Jones,  
seconded by Hagan; motion carried.

Election of Chair and Other Elections as Needed  
Geuea Jones made a motion to nominate Sarah Catlin as Chair of the Downtown  
Columbia Leadership Council, Aldred seconded the motion; motion carried.  
Sharon Geuea Jones made a motion to nominate Jacob Britt as the Vice Chair of  
the Downtown Columbia Leadership Council, Justin Aldred seconded the motion;  
motion carried.  
Justin Aldred made a motion to nominate Sharon Geuea Jones as Secretary, Cliff  
Jarvis seconded the motion; motion carried.  
Sunshine Law Presentation - Assistant City Counselor, Earl Kraus  
Assistant City Counselor, Earl Kraus presented the Council with a presentation with  
details of Sunshine Law, Authority, what constitutes a public meeting and Quorum.  
Virtual Participation Discussion  
Staff liaison, Kristina Wolf gave an update on the process for moving Boards and  
Commission members to be able to participate virtually. Council has approved virtual  
participation for the Disabilities Commission and the Youth Advisory Council to pilot. Staff  
has also been trained should Council approve this for all Boards and Commission  
members.  
Demolition and Development in Downtown Columbia - Community  
Development Director, Tim Teddy  
Community Development Director, Tim Teddy gave a brief overview of what Council  
recently decided regarding demolition and development in downtown Columbia. Ordinance  
put an administrative delay on residential demolitions. This was defeated by the Council.  
Downtown CID Update  
Downtown CID DIrector, Nickie Davis gave an update on what has been happening in  
Downtown Columbia to include the Block by Block Pilot program, minority owned  
business grants and other highlights.
