I. CALL TO ORDER  
II. INTRODUCTIONS  
Rhonda Carlson called the meeting to order at 6:00 p.m.  
Board Members Present: Brandon Barnes, Rhonda Carlson, Stephanie Coleman,  
Reece Ellis, Douglas Hunt, Steven Jeffrey, Cheryl Miller, Xavier Lee Scruggs, and  
Jamie Thornsberry (arrived at: 7:00 p.m.)  
Excused Absence: None  
Unexcused Absence: None  
Staff Present: Sgt. Julie Ray, and Rose Wibbenmeyer  
Councilperson Betsey Peters was present. Members of the public were present.  
III. APPROVAL OF AGENDA  
Doug Hunt made a motion to approve the agenda. Steven Jeffery seconded the motion.  
The motion passed unanimously.  
IV. APPROVAL OF MINUTES  
April 12, 2023 draft regular meeting minutes.  
Steven Jeffery made a motion to approve the April 12, 2023 meeting minutes.  
Stephanie Coleman seconded the motion. The motion passed unanimously.  
April 12, 2023 closed meeting minutes.  
Steven Jeffery made a motion to approve the April 12, 2023 closed meeting minutes.  
Xavier Scruggs seconded the motion. The motion passed unanimously.  
V. OLD BUSINESS  
2022 Draft Annual Report  
Attachments:  
Cheryl Miller made a motion to approve the draft 2022 annual report.  
Steven Jeffery seconded the motion. The motion passed unanimously.  
Audits  
The Board discussed audits.  
Review of police policies, training and procedures.  
The Board discussed how they plan to approach their review of police policies.  
VI. NEW BUSINESS  
Review of Police Policy 300, Use of Force/Response to Resistance  
The Board discussed their desire to provide time for public comment on policies and to  
allow time for further consideration of the policies.  
Doug Hunt made a motion to table discussion on policies 300 and 447.  
Steven Jeffery seconded the motion.  
The motion passed unanimously.  
Review of Policy 447, Body Worn Cameras  
The Board discussed their desire to provide time for public comment on policies and to  
allow time for further consideration of the policies.

Steven Jeffery seconded the motion.  
The motion passed unanimously.  
Items for Next Month's Agenda  
The board tabled its discussion of policies 300 and 447 to next months agenda.  
VII. REPORTS  
Positive Connections and Ride-alongs  
Stephanie Coleman reported a positive connection regarding the School Resource  
Officers at Battle High School continuing to support the students at her school Reece  
Ellis said that he met with community members to talk about their concerns and issues  
related to policing and possible solutions.  
Human Rights Commission Report  
Cheryl Miller gave a report on the work of the Human Rights Commission. The Board  
discussed the upcoming Juneteenth event and the possibility of sharing a table with the  
Human Rights Commission.  
Outreach Subcommittee Report  
The outreach subcommittee did not meet as there was no quorum.  
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Rhonda Carlson announced the time limits for individuals and groups.  
Board members commented.  
Members of the public commented.  
Matthew Cummings commented. Dan Viets commented on behalf of the Mid-Missouri  
Civil Liberties organization. Anthony Willroth of Hold CoMo Accountable commented.  
Daniel Muscato commented about an incident with a police lieutenant. Susan Renee  
Carter commented on behalf of Race Matters Friends.Katie Huddleston Smith spoke.  
Chriss Jones, commented.  
Xavier Scruggs asked for Sgt. Ray to provide information on how the police department  
is handling the situation regarding the homeless encampments and the numbers of  
people involved.  
NACOLE CONFERENCE-November 12-16, 2023 Chicago  
For budgeting purposes, Rose Wibbenmeyer asked the board if any members would be  
interested in attending the NACOLE Conference. All said that they would be interested.  
NACOLE Designated Voter  
Rhonda Carlson volunteered to be the designated voter and the board consented.  
There were additional comments from staff and board members.  
IX. MOTION TO GO INTO CLOSED SESSION  
At 6:45 p.m., Rhonda Carlson made a motion to go into closed session to discuss  
records which are protected from disclosure by law, Sections 610.021(14) and 590.502  
RSMo. Doug Hunt seconded the motion. Brandon Barnes, Rhonda Carlson, Stephanie  
Coleman, Reece Ellis, Douglas Hunt, Steven Jeffrey, Cheryl Miller, Xavier Lee Scruggs.  
No one voted against the motion. No one abstained.

These items were discussed in closed session.
