I. CALL TO ORDER  
II. INTRODUCTIONS  
The meeting was called to order by Elke Boyd (Chair) at 7:00 PM.  
Members Present: Elke Boyd, Sam Phillips, Carol Elliott, Frank  
Schmidt, Tommy Fieser, Hannah Larrick, Jackson Hotaling, Janet  
Godon.  
Members Absent: Carly Brown, Robert Schmidt.  
Also present: Mitch Skov (Staff Liaison to Commission), Brad  
Kelley, Ted Curtis.  
III. APPROVAL OF AGENDA  
The Agenda was approved on a Motion by Hannah Larrick and a  
Second by Carol Elliott.  
IV. APPROVAL OF MINUTES  
The minutes of the April 19, 2023 meeting were approved on a  
Motion by Hannah Larrick and a Second by Tommy Feiser.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
No report.  
B. Parks & Recreation Report  
Janet Godon reported that the Parks and Recreation Department will  
soon produce a new trail map for Como Trails.  
C. Planning Staff Report  
No report.  
D. Commissioner IP Meeting Reports  
Carol Elliott and Tommy Feiser attended an IP meeting for  
Grindstone Parkway.  
E. Commission Correspondence  
None.

VI. NEW BUSINESS  
VII. OLD BUSINESS  
A. Virtual Meetings  
After discussion an explanation of the requirements for a  
hybrid remote meetings, Frank Schmidt moved that the  
Commission conduct a pilot test hybrid virtual meeting in  
June 2023. Carol Elliott seconded the motion. The motion  
passed. Jackson Hotaling will attend remotely.  
B. Highway 63/70 Interchange Reconstruction  
Chair Boyd reported that she attended a meeting just prior  
to the Commission meeting. She learned that MODOT’s  
RFP for the design build will likely be issued near July 1,  
2023. The Commission again stated a consensus to  
support pedestrian and bicycle connectivity across I-70 on  
both the east and west sides of Hwy 63 and across Hwy 63  
on both the north and south sides of I-70. The  
Commission plans and requests Individual and  
Commission statements in support of that concept. Frank  
Schmidt will propose a strategy for effective  
communication to various entities including the City Mgr.,  
City Council, Chamber of Commerce, CVB, MODOT,  
CATSO. We will reiterate that those goals are included on  
the City’s Unfunded Needs List , that CATSO support  
those goals, that such an arrangement promotes equity.  
Commission members were encouraged to send draft  
language to Mitch Skov for circulation. A consensus was  
reached to contact other groups for coordinated support.  
Other possible groups include: Parks and Rec; Transit,  
Housing, Sustainability.  
VIII. OTHER BUSINESS  
Jackson Hotaling reported that the City’s Transit agency is struggling  
to recruit and retain drivers and that the agency may reduce routes.  
Jackson asked Staff to invite Transit staff to an upcoming  
Commission meeting.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF

X. NEXT MEETING DATE  
The next meeting of the Commission is June 21, 2023.
