I. CALL TO ORDER  
The meeting was called to order by Elke Boyd (Chair) at 7:05 PM.  
II. INTRODUCTIONS  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, Detlef Ritter, Janet Godon. Carol Elliott and Jackson  
Hotaling attended via ZOOM.  
Members Absent: None.  
Also present: Mitch Skov, Krista Shouse-Jones, David Kunz, Ted  
Curtis.  
III. APPROVAL OF AGENDA  
The agenda was approved on a Motion by Detlef Ritter and a  
Second by Frank Schmidt.  
IV. APPROVAL OF MINUTES  
Minutes of the November 2023 meeting, as amended, were approved  
on a Motion by Frank Schmidt and seconded by Detlef Ritter.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
Krista Shouse-Jones provided comparative data on serious  
injury and fatal traffic accidents involving pedestrians and  
bicyclists occurring in 2022 and 2023. Both serious  
injuries and fatalities have increased. Ms. Shouse-Jones  
also explained that the City will receive a $1,504,000  
federal Safe Streets grant. The Commission learned that  
MODOT has agreed to resurface Route B. Finally, Mr.  
Skov and Ms. Shouse-Jones agreed to update the  
Commission as soon as more information is available  
concerning the City’s resolution for “Livable Streets.”  
B. Parks & Recreation Report  
Janet Godon reported that the Parks Department is preparing to  
replace Bridge Numbers 2 and 9 on the MKT Trail.  
C. Planning Staff Report  
Ted Curtis explained that he will offer ideas about bike and  
pedestrian access and use of the proposed Forum Blvd. widening  
project.  
D. Commissioner IP Meeting Reports  
Carol Elliott, Frank Schmidt, and Elke Boyd attended an IP meeting  
for the Forum Boulevard widening project on November 30, 2023.  
Frank Schmidt and Sam Phillips attended an IP Meeting for a  
proposed roundabout at Fairview/Chapel Hill on December 14. Carol  
Elliott will attend an IP meeting concerning Spencer Avenue at the  
ARC.  
E. Commission Correspondence  
Carol Elliott send a letter on behalf of the Commission on January 3,  
2024 concerning the Forum Boulevard widening project to Mayor  
Buffaloe, City Council members, and City staff.  
VI. NEW BUSINESS  
1. Mr. Skov will report on the status of the Sidewalk Use  
Ordinance.  
2. Mr. Skov reported that the Commission has two vacancies  
that need filling.  
VII. OLD BUSINESS  
A. MoDOT Improve I-70 update  
The MODOT award for this project will likely be announced on  
February 14, 2024.  
B. Commission Letter to City regarding Forum Boulevard widening  
VIII. OTHER BUSINESS  
None.  
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
None.  
X. NEXT MEETING DATE  
The next meeting of the Commission is Wednesday, February 21,  
2024.  
XI. ADJOURNMENT  
The meeting adjourned at 8:30 PM upon a motion by Tommy Fieser  
and a Second by Detlef Ritter.
