I. CALL TO ORDER  
II. INTRODUCTIONS  
The meeting was called to order by Elke Boyd (Chair) at 7:05 PM.  
Members Present: Elke Boyd, Sam Phillips, Frank Schmidt,  
Tommy Fieser, Detlef Ritter, Janet Godon, Carol Elliott and Jackson  
Hotaling.  
Members Absent: None.  
Also present: Mitch Skov, Krista Shouse-Jones, Tim Teddy, Ted  
Curtis, Ben Ross, Seth Christensen.  
III. APPROVAL OF AGENDA  
The agenda was approved on a Motion by Sam Phillips and a  
Second by Frank Schmidt. By consensus, the commission agreed to  
initially hear and discuss: (a) Tim Teddy’s report about Capital  
Improvement Projects; (b) the Forum Blvd. project design; and (c) a  
public request for consideration of adding a sidewalk on Mills Drive  
to the Sidewalk Master Plan.  
IV. APPROVAL OF MINUTES  
Minutes of the January meeting, as amended, were approved on a  
Motion by Frank Schmidt and seconded by Tommy Fieser.  
V. STAFF/COMMISSION REPORTS  
A. Vision Zero Report  
Krista Shouse-Jones provided comparative data on serious injury and  
fatal traffic accidents involving pedestrians and bicyclists occurring  
YTD in 2024 relative to 2023. The Commission learned that  
MODOT has $1 million in annual funding available to address  
vulnerable user needs in the Central District. The FY 2026 and FY  
2027 funding is allocated for Columbia.  
B. Parks & Recreation Report  
Janet Godon reported that the Parks Department is hoping to replace  
Bridge Number 9 and repair Bridge Number 10 on the MKT Trail.  
C. Planning Staff Report  
No report.  
D. Commissioner IP Meeting Reports  
Frank Schmidt and Carol Elliott plan to attend IP meetings  
concerning Spencer Avenue and Hanover Blvd and Tommy Fieser  
regarding St. Charles Road.  
E. Commission Correspondence  
None.  
VI. NEW BUSINESS  
A. Request to add Mills Drive to Sidewalk Master Plan  
Seth Christensen asked the Commission to consider  
supporting improved and safe sidewalks along Mills Drive  
from Forum Blvd to Highridge Drive, but at least to Highridge  
Circle. Planning staff agreed to offer cost estimates.  
B. Red Light Cameras  
Frank Schmidt asked that Vision Zero and the Commission  
plan to discuss Red Light cameras at the March 2024 meeting.  
C. Capital Improvement Program (CIP) Sales Tax 10-year renewal  
Tim Teddy discussed plans for asking the public to consider  
approval of a renewal of the Transportation Sales Tax and to  
consider priorities. Mitch Skov agreed to provide a list of  
potential projects. Elke Boyd asked the Commission to review  
and consider priorities. Frank Schmidt asked that the  
Commission plan to discuss this item at the March 2024  
meeting.  
VII. OLD BUSINESS  
A. MoDOT Improve I-70 Update (award, layout, future meetings)  
The Commission reviewed the Missouri Highway Transportation  
Commission presentation of the recently approved design concept.  
Carol Elliott and Elke Boyd will attend a related MODOT meeting on  
March 1.  
B. Forum Boulevard Reconstruction Project  
Ben Ross (Engineering Surveys and Services) discussed possible  
approaches to address bicyclist and pedestrian safety on Forum  
Blvd, as other improvements are made. The Commission, Mr. Ross  
and Ted Curtis discussed several ideas. The topic was tabled for  
further discussion.  
VIII. OTHER BUSINESS
