I. CALL TO ORDER  
Mayor Treece Called the meeting to order at 5:06pm.

This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss: Preparation,  
including any discussions or work product, on behalf of a public  
governmental body or its representatives for negotiations with employee  
groups pursuant to Section 610.021(9) RSMo; hiring, firing, disciplining or  
promoting of particular employees by a public governmental body when  
personal information about the employee is discussed or recorded  
pursuant to Section 610.021(3) RSMo; and, individually identifiable  
personnel records, performance ratings or records pertaining to  
employees or applicants for employment pursuant to Section 610.021(13)  
RSMo.  
This item is closed to the public: Closed Meeting in Conference Room  
1A/1B.  
Mayor Treece made a motion for the City Council of the City of Columbia, Missouri, to  
immediately go into a closed meeting in Conference Room 1A/1B of City Hall to discuss  
the preparation, including any discussions or work product, on behalf of a public  
governmental body or its representatives for negotiations with employee groups pursuant  
to Section 610.021(9) of the Revised Statutes of Missouri, the hiring, firing, disciplining or  
promoting of particular employees by a public governmental body when personal  
information about the employee is discussed or recorded pursuant to Section 610.021(3)  
of the Revised Statutes of Missouri, and individually identifiable personnel records,  
performance ratings or records pertaining to employees or applicants for employment  
pursuant to Section 610.021(13) of the Revised Statutes of Missouri. The motion was  
seconded by Council Member Skala.  
The vote was recorded as follows: VOTING YES: TREECE, FOWLER, WANER, SKALA,  
THOMAS, PITZER, PETERS. VOTING NO: NO ONE.  
This item is open to the public: Capital Improvement Process Update  
De’Carlon Seewood, Deputy City Manager, invited Finance Director Matthew Lue to talk  
about the Capital Improvement Plan Process.  
Director Lue walked members through December 6, 2021 - the discussion centered  
around what will be beneficial for the Council to know regarding the CIP process. Council  
then wanted to know: when citizens can provide input on projects; what status of start up,  
ongoing, and future projects are; and an overall discussion of the CIP process.  
The power point presentation accompanying this document shows a compiled summary  
of the Current Processes for Citizen Input - this contains four key topics: Administrative  
Public Improvement process, Project Public Hearings, CIP Public Hearings, and Budget  
Public Hearings. Director Lue then invited department heads to summarize Citizen Input  
Opportunities in Parks and Recreation, Public Works, Utilities and Airport as detailed in  
the attached documents.  
Council member Peters asked for clarification on the first item “Administrative Public  
Improvement process”.  
Mayor Treece responded by clarifying that sometimes at the end of the Council meetings  
reports of administrative projects, etc.  
Council member Fowler asked how we bring citizen groups to participate in the process.  
Director Lue responded by suggesting that Council members should bring these inquiries  
to the Council meetings and Council then direct staff to address the plan process based  
on Council recommendations.  
Council member Fowler asked if the neighbourhood group has to collect enough  
information to justify participation.  
Mr Seewood indicated that they just need to know if there is an issue to address and  
staff will be willing to investigate the issue.  
Dave Sorrell, Utilities Director, explained that there are a couple different processes  
where there is a form to fill and turn that in - staff will push that forward through Council  
meetings - on what steps need to be taken.  
Council member Fowler asked how citizens initiate that process.  
Director Sorrell pointed to section 22 for additional information.
