I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00pm.

Mayor Buffaloe welcomed Director David Sorrell to introduce the topic and presenters.  
Eric Worsts led the discussion on Integrated Electric Resource & Management Plan  
Presentation which contained information on transmission systems.  
Eric presented historical data as requested by the City Council previously. Eric talked  
about AMI, transmission in general, and details on specific transmission vulnerabilities  
and possible solutions.  
AMI basically is to communicate with electric meters with wireless communications  
systems. This means deploying wireless communication networks throughout the city to  
bring that data back in real time (see the associated Powerpoint for pictures representing  
the AMI system). The AMI gives a lot of information to users including giving data to the  
billing department on usage, outage, and to the user. It is a simple system with a lot of  
functionalities that make it work.  
The benefits of going to AMI are: real time data collection - gives information about what  
people are using up to the minutes and they also know what they are using up to the  
minute they are using with the interval of about 15 minutes.  
Council member Pitzer asked for clarification on when the task force on the topic will be  
invited.  
Director Sorrell responded that it can be done at the second part of the meeting.  
Council member Nick Foster asked if the city has installed any wireless communication  
network.  
Eric indicated that the city hasn’t installed any wireless communication systems but the  
city has a fiber communication network that was installed in various places. Eric  
emphasized that there are several cellular wireless accesses that the city has. however  
I.T. has provided other means.  
Eric further explained that there are about 52,000 meters that would need to be run.A lot  
of time is spent driving around looking for meters that might need to be disconnected. A  
wireless communication system could make this a lot easier and cost efficient.  
Council member Skala encouraged the installation of broadband.  
Mayor Buffaloe then ended the open session meeting at approximately 6:01pm.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
Existing or proposed security systems and structural plans of real property  
owned or leased by a public governmental body, and information that is  
voluntarily submitted by a nonpublic entity owning or operating an  
infrastructure to any public governmental body for use by that body to  
devise plans for protection of that infrastructure, the public disclosure of  
which would threaten public safety. The disclosure of such information  
would impair the city's ability to protect the security or safety of persons or  
real property and the public interest in nondisclosure outweighs the public  
interest in disclosure of the information to be discussed pursuant to Section  
610.021(19) RSMo.  
At approximately 6:02 p.m., Waner made a motion for the City Council of the City of  
Columbia, Missouri, to immediately go into a closed meeting in Conference Room 1A/1B  
of City Hall, 701 E. Broadway, Columbia, Missouri, to discuss existing or proposed  
security systems and structural plans of real property owned or leased by a public  
governmental body, and information that is voluntarily submitted by a nonpublic entity  
owning or operating an infrastructure to any public governmental body for use by that  
body to devise plans for protection of that infrastructure, the public disclosure of which  
would threaten public safety. The disclosure of such information would impair the city's  
ability to protect the security or safety of persons or real property and the public interest  
in nondisclosure outweighs the public interest in disclosure of the information to be  
discussed pursuant to Section 610.021(19) of the Revised Statutes of Missouri. The  
motion was seconded by Skala.  
Council member Waner made a motion to go into closed session, Council  
member Skala seconded; motion carries.

The Council adjourned the closed meeting and returned to the open portion of the meeting  
at approximately 6:37 p.m.
