I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.  
This item is open to the public: Lester Woods Jr. - Transportation  
Initiative  
Mayor Buffaloe welcomed the City Manager Mr. De’Carlon Seewood to introduce the  
topic and Pastor Lester Woods Jr. to lead the discussion.  
Pastor Lester Woods, Jr. introduced the topic for discussion, “The Last Mile Valet  
Services”. The purpose of The Last Mile Valet Services, according to Pastor Woods, Jr.  
is to provide transportation services to citizens of Columbia who experience limited  
access to transportation to work and other other places in and around the city of  
Columbia.  
Pastor Woods, Jr. explained that the Source Summit is an avenue by which The Round  
Table Community Organization uses its strategies to deal with social and economic  
concerns in underserved communities.  
The Round Table Organization in Columbia outsource the Source Summit Leadership to  
configure the whole initiative of The Last Mile Valet Services. Pastor Woods, Jr. then  
introduced the leadership present with him: Dion Thompson and Shanon Wilson.  
Pastor Woods Jr. continued to explain that, in the Round Table discussions there are a  
number of entities or community organizations that have been participating in the  
discussion about providing access to transportation services for all residents in the City of  
Columbia. A lot of them are also city’s employees.  
The Source Summit model uses 3 prong bilateral approaches - putting together  
community leaders representing Faith/Church Community/Leaders, Leaders in  
Community Based Organizations (CBOs), and Leaders in Corporations to talk about how  
we can all address the social and economic barriers that are facing communities in  
Columbia. The internet is to bring together different stakeholders to close economic gaps  
between communities and build relationships with those offering different services that will  
help in reducing the barriers of social and economic conditions within the community.  
Pastor Woods, Jr. asked if the City would match $60,000.

Director of Health, Stephanie Browning introduced Kari Utterback and Jordan Bales to  
lead the ARPA Survey discussion.  
Jordan Bales, Sr. Planner of Public Health and Human Services, introduced the  
discussions noting that the City has already committed the first half of the ARPA funds of  
about $12.6million to address community violence, homelessness, behavioral and mental  
health services, and workforce development.  
Bales mentioned that the city’s community engagement process centers around the  
second allocation of the $12.6million. The broader allocation suggested in the survey  
include investment in water and sewer ,project infrastructure, governmental services to  
the extent of revenue loss, premium pay for eligible workers, and public health and  
economic impact. Each category includes assistance for disproportionately impacted  
classes - broad based impacted by the pandemic, and communities severely impacted  
by the pandemic.  
The purpose of the survey was to identify the disproportionately impacted class on  
individuals, households, businesses and nonprofit organizations and to collect feedback  
regarding communities served with remaining ARPA funds.  
Survey included asking individuals about:  
- Their demographic information  
- Whether they live or own businesses in Columbia  
- How COVID19 impacted their lives, businesses and income as applicable  
- How they prioritize the allocation of the second and last part of the ARPA Fund (see the  
attached powerpoint presentation for details)  
The Mayor, Council members and Staff had further discussions.  
This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
Legal actions, causes of action or litigation involving a public governmental  
body and any confidential or privileged communications between a public  
governmental body or its representatives and its attorneys pursuant to  
Section 610.021(1) RSMo.  
At approximately 6:40 p.m., the City Council went into closed session in Conference  
Room 1A/1B pursuant to RSMo Section 610.021(1).  
Mayor Buffaloe made a motion to immediately go into a closed meeting in  
Conference Room 1A/1B, Skala seconded at approximately 6:38 p.m.
