I. CALL TO ORDER  
The meeting was called to order at approximately 5:00 p.m.  
Council member Pitzer arrived a 5:06 p.m.

This item is open to the public: Motion for the City Council to go into  
closed session in Conference Room 1A/1B to discuss:  
- Hiring, firing, disciplining or promoting of particular employees by a public  
governmental body when personal information about the employee is  
discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or records  
pertaining to employees or applicants for employment pursuant to Section  
610.021(13) RSMo.  
Mayor Buffaloe made a motion for the City Council to immediately go into a  
closed meeting in Conference Room 1A/1B pursuant to RSMo Sections 610.021(3)  
and (13). The motion was seconded by Council Member Skala. At approximately  
5:01 p.m. the City Council went into closed session.

The Council adjourned the closed meeting and returned to the open portion of the meeting  
at approximately 6:03 p.m.  
This item is open to the public: Capital Improvement Process (CIP)  
Presentation  
Finance Director, Matthew Lue presented the 2023 Capital Improvement Process (CIP)  
presentation to the Mayor and Council members. Lue explained what a CIP is, what  
funding sources are available and what the current process is. The current process is  
below:  
January - Projects are discussed within departments  
February - Priorities are discussed with City administration  
March - Final project requests are submitted by departments  
March/April - Requests reviewed by City Manager and CIP Dashboard updated  
July - The Planning & Zoning Commission reviews the CIP Dashboard  
August - CIP, with funding needs, is presented to Council; CIP Hearing is held  
September CIP document is prepared, reflecting any changes and approved by Council  
Lue went on to discuss the various restricted CIP projects and annual CIP projects. He  
then discussed projects that have been completed in FY22. There are 55 projects that  
have been completed for FY22. There will be 32 ongoing projects going into FY23, with a  
majority being in utilities.  
Lue introduced accounting Supervisor, Merisa Meador. Meador discussed the 53 new  
projects for FY23 with Parks and Recreation having the highest amount of funding at $3.9  
million. She also discussed appropriated projects including prior year expenditures,  
current year expenditures, total expenditures, encumbrances and unencumbered  
appropriations. Meador also showed Council members and the Mayor how to access this  
information through the City website.  
Councilmember Fowler proposed using the existing railroad as an economic proponent to  
further climate action goals as well as expressed concern for the screen for the 5th &  
Walnut parking garage in phase 2.
