I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 5:00 p.m.

This item is open to the public: Motion for City Council to go into closed  
session to discuss:  
- Legal actions, causes of action or litigation involving a public  
governmental body pursuant to Section 610.021(1) RSMo.  
- Leasing, purchase or sale of real estate by a public governmental  
body where public knowledge of the transaction might adversely affect the  
legal consideration therefor pursuant to Section 610.021(2) RSMo.  
- Sealed bids and related documents, until the bids are opened; and  
sealed proposals and related documents or any documents related to a  
negotiated contract until a contract is executed, or all proposals are  
rejected  
pursuant to Section 610.021(12) RSMo.  
- Hiring, firing, disciplining or promoting of particular employees by a  
public governmental body when personal information about the employee  
is discussed or recorded pursuant to Section 610.021(3) RSMo.  
- Individually identifiable personnel records, performance ratings or  
records pertaining to employees or applicants for employment pursuant to  
Section 610.021(13) RSMo.  
At approximately 5:00 p.m., Mayor Buffaloe made a motion for the City Council to  
immediately go into a closed meeting, seconded by Council Member Waner;  
motion carried.

The closed portion of the meeting began at approximately 5:02 p.m.  
The Council adjourned the closed meeting and returned to the open portion of the meeting  
at approximately 6:36 p.m.  
This item is open to the public: Citizens Police Review Board Member  
Onboarding Discussion  
City Counselor, Nancy Thompson presented the Mayor and Council members with the  
details regarding training and orientation of Citizen Police Review Board (CPRB)  
members. Thompson discussed the minimum training requirements for the CPRB which  
are set forth in the City Code and the Board Bylaws. In addition, board members are  
provided access to materials available from the National Association for Civilian Oversight  
of Law Enforcement (NACOLE), of which the City is a member.  
City Code Section 21-48 requires the following orientation and training for new board  
members:  
- Review of the Police Professional Standard Unit’s Operating Policies and Procedures  
- Conduct a ride along with a Police Officer  
- Training on topics suggested by NACOLE (the recommended orientation and training  
for board members)  
The Bylaws adopted by the CPRB also set forth additional criteria related to new member  
orientation, which is contained in Article I, Section 3(b) of the Bylaws:  
Within 30 days of appointment, meet with the Chair and Vice Chair to review all pertinent  
City ordinances and governing laws.  
Receipt of a new member packet (provided electronically), consisting of the following:  
- Prior two years’ agenda and minutes;  
- Citizen Police Oversight Committee Report;  
- City Attorney’s Memorandum on the Sunshine Law;  
- City Ordinance No. 0203331;  
- Appropriate City of Columbia Police Department Internal Affairs policies;  
- NACOLE information;  
- and any other material deemed appropriate.  
As soon as practical, the new Board member will participate in a ride-along with a City of  
Columbia Police Department officer and any other pertinent training.  
Mayor, Council and Staff discussed the various trainings available to members.
