REVISED Budget Work Session  
I. CALL TO ORDER  
Mayor Buffaloe called the meeting to order at approximately 4:00 p.m.

Presentation by OpenGov  
Mayor Buffaloe introduced Finance Staff Matthew Lue and Andrea Greer. Greer began by  
explaining that OpenGov is a budgeting, strategic plan, capital improvement,  
transparency computer program that Finance would like Council input on before the  
purchase.  
Budget Officer, Andrea Greer introduced three representatives of OpenGov to give a  
presentation to Council Members.  
OpenGov is built ground-up, cloud based, and based on Government Accounting Best  
Practices sourced from many OpenGov customers and GFOA. OpenGov offers  
streamlined, priority budgeting, high quality and timely reporting and enables staff to  
share information with the public. OpenGov is built for security and has 24/7 safeguards  
and is continuously improving. OpenGov is built for Government only, is cloud based and  
has 300+ years of government experience on staff.  
Representatives met with several staff members prior to today’s Council meeting to  
determine the City’s needs. OpenGov will work with City Staff with budgeting and  
planning and has a reporting and transparency platform. Areas of focus for the City of  
Columbia include streamlined, priority budgeting, high quality & timely reporting and  
community engagement.  
Mayor Buffaloe mentioned she likes that the Strategic Plan is tied into this program and  
asked if this program works together with Tyler/Munis. Greer indicated yes, Munis and  
OpenGov work together to transfer accurate information.  
Council Members, staff and representatives from OpenGov discussed this program  
further. Finance indicated this program will help be able to identify specific areas of  
expenditures and easy access for reporting.  
Budget Work Session Presentation  
At approximately 5:05 p.m. Mayor Buffaloe turned the meeting over to Finance staff to  
discuss the budget work session presentation.  
Greer stressed the importance of having budgetary priorities. She mentioned the City  
Manager’s FY23 priorities which include employee engagement and compensation,  
social services/community assistance, public transportation and public safety. Greer  
wants further discussion on what City Council’s priorities are, if they differ from the City  
Manager’s or if they would like to add additional priorities.  
Mayor Buffaloe mentioned at the Council retreat Council priorities were discussed. Some  
priorities identified at the retreat fell within the City Manager’s priorities. Mayor Buffaloe  
indicated some of these priorities included:  
Advocating for leadership positions being filled with qualified applicants  
City Staffing  
Paid Family Leave  
Equity Lense  
Funding stream to underserved neighborhoods  
Affordable/homeless housing  
CAAP  
Public Safety  
Violence interruption  
Communications  
Community Engagement and Governmental Decision Making  
Unified Development Code Review  
Boards and Commissions processes  
Efficiency and Decision Making  
Pitzer said reliable infrastructure and resilient economy are part of the Strategic Plan and  
should be included.
