I. CALL TO ORDER  
The meeting was called to order by Rose at 7:00 pm.  
II. INTRODUCTIONS  
Present at the start of the meeting were commission members Shaw, Fletcher, Ritter,  
Kasmann, Willoughby, Rose, Suhler, and Ascani. Ascani introduced herself as the new  
Ward 1 member. City staff Tim Teddy, Jennifer Deaver, Jacob Amelunke, Darcie Clark,  
and Molly Fair were also in attendance.

Blake Willoughby, Rebecca Shaw and Rikki Ascani  
III. APPROVAL OF AGENDA

IV. APPROVAL OF MINUTES

V. NEW BUSINESS  
FY2024 and Reallocated CDBG & HOME Funding Requests: Deaver reviewed the  
timeline of the RFP process.  
Agency Project Requests: The Commission heard proposals for private agency projects.  
Chimene Schwach spoke on behalf of Services for Independent Living, requesting funding  
for their home repair and accessibility program.  
Steve Smith spoke on behalf of Job Point, requesting funding for facility renovations.  
Steve Smith spoke on behalf of Job Point, requesting funding for vocational training and  
education services.  
Jennifer Gordon spoke on behalf of Woodhaven, requesting funding for home  
improvements.  
Mark Palmer and Vicki Schrader spoke on behalf of Voluntary Action Center, requesting  
funding for an Opportunity Campus for unsheltered populations.  
Lindsay Lopez spoke on behalf of the Food Bank for Central & Northeast Missouri,  
requesting funding for a back up generator.  
John Robertson spoke on behalf of KVC Missouri, requesting funding for facility capital  
improvements.  
Austin View spoke on behalf of Show-Me Central Habitat for Humanity, requesting funding  
for construction of three homes.  
Ben Burgett spoke on behalf of Central Missouri Community Action, requesting funding  
for construction of two homes.  
Jayme Prenger spoke on behalf of Central Missouri Community Action, requesting  
funding for the Women’s Business Center staffing and operations.  
Randy Cole spoke on behalf of the Columbia Housing Authority, requesting funding for  
demolition and construction of Providence Walkway.  
Randy Cole spoke on behalf of the Columbia Housing Authority, requesting funding for  
Tenant Based Rental Assistance.  
Randy Cole spoke on behalf of the Columbia Housing Authority, requesting funding for  
construction of six homes.  
Deaver shared that Love Columbia withdrew their proposal.  
VI. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF  
Fletcher inquired that since the amount of Reallocated funds requested is less than what  
is available, what will be done about the remaining funds? Deaver shared that staff is  
looking into options, and that there may need to be another RFP for those funds.  
Shaw asked if staff could clarify which categories project proposals fall under, Deaver  
shared that staff will have that information for the next meeting and that Commissioners  
should rank proposals based on the project proposals themselves.  
VII. NEXT MEETING DATE  
June 14, 2023 - FY2024 and Reallocated CDBG & HOME Funding Recommendations
